دور أخلاقيات المهنة في مكافحة الفساد الإداري في الدول العربية

Abstract

يقدم هذا البحث فكرة تعزيز الالتزام الأخلاقي كأداة لمكافحة الفساد في البلاد العربية، هذا الموضوع الذي صار محل اهتمام دولي اليوم نظرًا للأثار الاقتصادية والسياسية والاجتماعية للفساد على الدولة والمواطنين. حيث قمنا بتحليل مؤشرات مدركات الفساد الواردة في تقارير المنظمة الدولية للشفافية. وأسفرت الدراسة عن وجود تحسن في ترتيب الدول العربية التي سارعت إلى مواكبة التوجهات العالمية في مكافحة الفساد دوليًا وإقليميًا، لاسيما تعديل منظوماتها القانونية الوطنية بما يتلاءم مع التزاماتها الدولية. وبالمقابل، تذيلت بعض البلدان العربية الترتيب العالمي بسبب افتقارها إلى الاستقرار السياسي، وتردي أوضاعها الأمنية، الذي انعكس سلبا على الأخلاقيات المهنية. . This paper presents the idea of reinforcing moral commitment as an instrument for fighting corruption in Arab countries. This subject has become an international concern today because of the economic, political and social effects of corruption on the state and citizens. We have analyzed the indicators of corruption perceptions contained in the International transparency Organization's reports. The study has shown an improvement in the ranking of Arab countries that abided by anti-corruption agreements internationally and regionally, especially the modification of their national legal systems in a way that matches their international commitments. However, some Arab countries have occupied late ranks in the global order, owing to political instability and deteriorating security conditions, which have negatively affected professional ethics.
