حماية الصحفيين زمن النزاعات المسلحة وفق قواعد القانون الدولي الإنساني

Abstract

يقوم الصحفيون بمهام خطرة في ميادين النزاعات المسلحة، نظرا لأن تغطية النزاع المسلح تفرض على الصحفي التواجد أحيانا في مناطق الإشتباك أو الإحتلال مما يشكل خطرا على سلامته البدنية وعلى حريته الشخصية، وقد يتحول الصحفي من ناقل للخبر إلى خبر على وسائل الإعلام، لذلك فرض القانون الدولي الإنساني قواعد لحماية الصحفيين المعتمدين وغير المعتمدين يتوجب على أطراف النزاع وكل الفاعلين في الميدان أحترامها وتطبيقها، ويعتبر الصحفي شخصا مدنيا ليس طرفا في النزاع ما يستدعي حصانته ضد الهجمات كما يستحق حماية خاصة نظرا للمهام الإستثنائية التي يقوم بها نظرا لخطورة ميدان النزاع المسلح.The journalist is doing a dangerous missions in areas of armed conflict, because his mission in the armed conflict imposed on him the presence sometimes in a clash or occupation zones which poses a threat to his life and liberty, sometimes the Journalist become the story of the news not the reporter, that's why the international humanitarian law give a protection for accredited and non-accredited journalists, The parties to the conflict and all actors in the field must respect it and applied, the journalist consider as civilians were not a party to the conflict which requires immunity against attacks, he must be protected as especially in view of the dangerous tasks in the field of the armed conflict.
