تجليات العولمة الاقتصادية على الحاجات الأساسية.. وسؤال أنسنة الاقتصاد

Abstract

تأتي هذه الدراسة ضمن سياق بيان ومعالجة التحديات التي أملتها العولمة على المجتمعات والدول، لتركز على المقاربة الاقتصادية للعولمة التي أدت إلى انتقال مركز القرار بسياسات الاستثمار والصحة والتعليم وحماية البيئة من الحكومات القومية إلى الشركات المتعددة الجنسيات ومختلف المؤسسات التنموية والمالية العالمية، ما أدى إلى تقليص معدلات العمالة وتخفيض الإنفاق في مجال التعليم والصحة من اجل التخلص من عجز الميزانية، فغاب معه الاستقرار والأمن الاجتماعي والاقتصادي؛ الأمر الذي تطلب انتهاج نموذج اقتصادي مغاير، يعتمد على جعل الاقتصاد في خدمة الإنسان، وهكذا يقتضي الأمر إيجاد طرق لضمان الحفاظ على النمو والرفاهية الاقتصادية، والرفع من مستوى المداخيل مع مراعاة الجوانب البيئية والاجتماعية. The present study comes within the context of demonstrating and addressing the challenges that globalization has dictated on societies and countries, to focus on the economic approach to globalization that led to the transition of the decision center of investment policies, health, education and environmental protection from national governments to multinational companies and various international development and financial institutions.Thishas reduced labor rates and disbursement in the field of education and health in order to eliminate the budget deficit,and resulted in the absence of stability, social and economic security;that is whatrequired the adoption of a different economic modeldepending on making the economy in the service of man. Thus, it is necessary to find ways to ensure the maintenance of growth and economic well-being and to raise the level of incomes, taking into account the environmental and social aspects.
