علمية التنبؤ في العلاقات الدولية

Abstract

أجادل في هذه الورقة البحثية، ان استشراف مستقبل العلاقات ا لدولية ذو مكانة مهمة على الصعيدين النظري والتطبيقي،و ذلك لأن صناع ا لسياسات في العالم بحاجة ماسة لمثل هذه التحليلات التي تفيد في رسم السياسات الخارجية لدولهم،وحماية لأمنهم القومي من التهديدات المحتملة مستقبلا، وفي هذا السياق أثار الموضوع الكثيرمن الجدل العلمي والنقاش الفكري خاصة من ناحية مدى نجاعة ودقة وقدرة اساليب الاستشراف على تحديد المستقبلات المحتملة،وهذا ما ارجع الجدال الى الأسس العلمية لاستشراف العلاقات الدولية، وكان الموضوع الفرعي الاكثراهتماما وجدلا هوالتنبؤ في العلاقات الدولية،خاصة في سبعينيات القرن الماضي اذ كان الموضوع حلبة للنقاش الفكري بين مختلف المفكرين في العلاقات الدولية المنتمون الى مدارس نظرية مختلفة،وهو ما يؤكد لنا التطور المفاهيمي والمضاميني للتنبؤ قصد بلوغ مبلغ العلمية. In this paper I argue that foreseeing the future of international relations is important in both theoretical and practical terms. Policymakers desperately need such analyzes that are useful in shaping their countries' foreign policies and protecting national security from potential future threats. In this context, the subject raised a lot of scientific and intellectual debates, especially in terms of the effectiveness, accuracy and ability of prospective methods to identify potential futures,which has brought the debate back to the scientific basis for the forecasting of international relations, Especially in the 70s. At that time ,foreseeing the future of international relations was an arena of intellectual debate between different scientists in international relations,these scientists are from different theoretical schools, This confirms the conceptual and substantive evolution of the forecasting in order to reach the " scientificity".
