الخدمات الالكترونية وميكانيزمات ضمان الجودة - دراسة في مضامين الجامعة الالكترونية في الجزائر

Abstract

شكل النسق المتسارع للتطورات الاقتصادية، التكنولوجية والعلمية نقطة فاصلة في تغير خارطة الطريق الخدمة العمومية الالكترونية عموما ولقطاع التعليم العالي في الدول الغربية والعربية وخاصة في الجزائر، وهذا بالاتجاه نحو اعتماد آليات جديدة وإدراج اصلاحات متكاملة تتماشى ومساعي ضمان جودة وحوكمة جامعية رشيدة إلى جانب الاعداد الافضل للحياة المهنية والتكوين لمهن الغد. وتركز الدراسة على الجودة باعتبارها قطب الرحى الذي تدور حوله كل الاصلاحات في قطاع التعليم العالي، فقد حظي هذا القطاع برعاية خاصة في الجزائر لما له من دور فعال في تطور المجتمع والنهوض به وإلى مواكبة العصر وتحدياته، وعليه فإن تحقيق الجودة فيه يؤدي إلى تحسين أداء الجامعة وتقليص الفارق المعرفي والتقني بين مجتمعنا والمجتمعات المتقدمة، بالارتكاز على نوع حديث من وسائل التعليم وهوالتعليم الالكتروني. على هذا الأساس تمر رقمنة الجامعة الجزائرية عبر رسم استراتيجية وطنية مع مراعاة إدماج الطلبة والأساتذة وتمكينهم من الموارد والأدوات التي تتيح لهم مواكبة الرقمنة. وتأتي هذه الدراسة تحديدا لفحص مضامين رقمنة المنظومة الجامعية والترويج لها في الجزائر وتقزيم تحديات التعليم العالي بدخول العالم عصر المعلوماتية والانفجار المعرفي الهائل، وهذا التحدي يتطلب بذل جهود استثنائية لمواكبة هذا التطور في تقنية المعلومات والاتصالات وتوظيفهما لتجسير الهوة بين جامعاتنا والجامعات العالمية الرصينة. The accelerated pace of technological, scientific and economic developments, the turning point in the change of the road map, the higher education sector in the western and Arab states in the heart of the Algerian state, toward the adoption of new mechanisms and the inclusion of integrated reforms consistent attempts to ensure the quality of the rational and the university governance better preparation and professional life and composition of tomorrow's occupations. The focus on quality is the hub around which all the reforms in the higher education sector, this sector has received special care in Algeria for its effective role in the development and advancement of the community and to keep pace with the times and challenges, therefore, the quality of the lead to improve the performance of the university and to reduce the difference between our knowledge and technical communities and developed countries, based on the type of modern means of education and e-learning.On this basis with digitizing the Algerian League through drawing up a national strategy taking into account the integration of students and teachers to enable them to resources and tools that allow them to keep abreast of the Digitisation. This study comes specifically to examine the contents of the DIGITIZING System and promotion of university in Algeria to belittle the challenges of higher education to enter the information age and the explosion of knowledge, this challenge requires extraordinary efforts to keep pace with this development in information and communication technology bridge the gap between our universities and universities throughout the world
