    ان اداء صانع السوق لدوره المنشود في سوق الاوراق المالية، والمتمثل بتحقيق التوازن بين العرض والطلب وتوفير السيولة وتقليل المخاطر المالية في السوق، والتي تترك انطباعات سلبية على حركة تداول الاوراق المالية في السوق يتطلب الاقرار له بصلاحية اتخاذ جملة من القرارات، الكفيلة بأداء دوره المنشود دون افراط او تفريط، من خلال وضع ضوابط قانونية تشكل ضوابط لإصدار القرارات، وعليه لا بد من بحث تلك القرارات باعتبارها الوسائل التي تمكنه من تحقيق الغاية من وجوده في سوق الاوراق المالية .
