أثر نظرية الظروف الطارئة على عقود التمويل الإسلامي

إن نظرية الظروف الطارئة لها تأثير على عقود التمويل الإسلامي، خاصة ما يتعلق بالجوائح والأوبئة، تختص بكيفية تعامل مصرف السلام الجزائر مع التزامات المتمولين، أفرادا كانوا أو مؤسسات، في ظل جائحة فيروس كورونا Covid -19؛ مع التطرق لأثر الجوائح على التزامات زبائن المصارف الإسلامية في إطار صيغ التمويل الإسلامي، ومدى تَأَثر الأحكام الشرعية لهذه العقود التمويلية بالجوائح. ونتج عن البحث أن مصرف السلام الجزائر في ظل فيروس كورونا المستجد، يتعامل بمرونة كبيرة مع المتعاملين، إذ أخذ على عاتقه التكفل بالتعثرات المسجلة من طرف المتعاملين، فبادر بتأجيل القسط الخاص بشهر أفريل بطريقة آلية لفائدة جميع المتعاملين الأفراد، المعسرين والموسرين. كما خَصَّص المصرف أغلفة مالية لمحفظة تمويلات المؤسسات بمختلف صيغها، سمح لها بتأجيل دفع التزاماتها المالية، عن طريق مراجعة استحقاقات الأقساط بتأخيرها للمدة التي تتناسب ومستوى الضرر الذي لحقها من جراء الجائحة، بالإضافة إلى الأخذ بعين الاعتبار العوامل الاقتصادية للمؤسسة وظروف الوباء المحيطة بها، حسب المناطق الجغرافية وقطاعات النشاط. The theory of emergency conditions has an impact on Islamic financing contracts, especially with regard to pandemics and pandemics, concerning how the Bank of Alsalam in Algeria deals with the obligations of the financiers , whether individuals or institutions, under the coronavirus (COVID19) pandemic; Addressing the impact of the pandemics on the obligations of Islamic bank clients under Islamic financing formulas, and the extent to which the legal provisions of these financing contracts are affected by regulations. The research resulted in the Bank of ALSALA in Algeria, in light of the new coronavirus, dealing with dealers with great flexibility, taking responsibility for the obstacles recorded by the dealers, and starting to delay the installment for April in an automatic manner for the benefit of all individual dealers, insolvent and well-off. The Bank has also allocated financial covers to the various forms of the institutional portfolio, which allowed it to postpone the payment of its financial obligations, by reviewing the installment entitlements by delaying them for a period commensurate with the level of damage caused by the pandemic, in addition to taking into account the economic factors of the institution and the surrounding pandemic conditions, by geographical regions and sectors of activity.
الصناعة في الدول العربية وعلاقتها بالناتج المحلي الاجمالي

تعتمد الدول العربية على التنمية الصناعية كقطاع ديناميكي تتمحور حوله باقي القطاعات الاقتصادية الأخرى وتتكامل معه. ونحاول من خلال هذا المقال تبيان تطور الصناعة في الدول العربية، والأهمية البالغة التي تكتسبها، إضافة إلى علاقتها بالناتج المحلي الاجمالي، ودراسة الجزائر كحالة خاصة خلال الفترة 1980-2015 من أجل انتهاج إستراتيجية واضحة المعالم تحدد الأولويات وتوجه الموارد المحدودة نحو تحقيق الأهداف التنموية الصناعية. انعكاسات جودة المعلومات المحاسبية على عوائد الأسهم في سوق الجزائر للأوراق المالية

الهدف من هذا البحث هو اختبار مدى استجابة بورصة الجزائر للمعلومات المحاسبية المنشورة بالتقارير المالية السنوية عند الافصاح عنها، وربط ذلك بتوقيت النشر، بالإضافة الى تحديد الأثر على عوائد الأسهم قصد ابراز الوقتية في المعلومات المحاسبية، واتبعت هذه الدراسة منهجية الحدث لاختبار مدى كفاءة السوق على المستوى شبه القوي خلال السنوات من 2000 إلى 2015. وبعد إجراء التحليل الاحصائي تم التوصل إلى عدم وجود تأثير معنوي ذو دلالة احصائية خلال أيام الفترة المحيطة بتاريخ الاعلان عن التقارير المالية السنوية. This research aims to examine the extent response of Algerian stock exchange to the published accounting information in annual financial reports and relate this with timing impact on it. In addition to determine the impact on stock returns In order to show the publication importance timeliness of the accounting information The event study methodology was designed to investigate the impact of the market efficiency on stock prices of the company during 2000 to 2015. The finding of this research, after doing statistical analyzes, is that there was no significant effect, , related to the timing of publication of financial information over a period of study on stock returns in the days arounds the publication days of annual financial statements.
تحليل وقياس العلاقة بين الإنفاق العام والبطالة في الجزائرخلال الفترة 1980-2016

هدفت هذه الدراسة إلى تحليل وقياس العلاقة بين الإنفاق العام والبطالةفي الجزائر خلال الفترة 1980– 2016، وتم استخدام الطرق الإحصائية الحديثة في السلاسل الزمنية والمتمثلة في تقدير نموذج تصحيح الخطأ غير المقيد للانحدار الذاتي ذو الإبطاء الموزع(Autoregressive Distribution Lag Bounds Test (ARDL)) ، وتعتبر هذه التقنية حديثة في تحليل التكامل المشترك ونماذج تصحيح الخطأ تسمح بالحصول على نتائج أكثر دقة وكفاءة. ومن أهم النتائج التي توصلت إليها الدراسة بالاستعانة ببرنامج التحليل الاقتصاد القياسي(EVIEWS-10)، ما يلي: - أشار اختبار الحدود للتكامل المشترك(Bound Test Approach) من خلال F-statistic، إلى وجود تكامل مشترك بين الإنفاق العام والبطالة، من خلال قيمة إحصائية-F المحسوبة أكبر من القيمة الحرجة العليا عند مستوى معنوية1%،2.5%و%5 و%10؛ - أشارت نتائج اختبارالتكاملالمشترك وجود علاقة توازنية طويلة الأجل بين الإنفاق العام والبطالة؛ - أشارت نتائج إلى وجود علاقة طردية بين سعر الصرف والبطالة، وهي ذات دلالة إحصائية (عند مستوى%5)؛ - أشارت نتائج إلى وجود علاقة عكسية بين الإنفاق العام، الناتج المحلي الإجمالي والبطالة، وهي ذات دلالة إحصائية )عند مستوى%1 ). الكلمات المفتاحية: الإنفاق العام، البطالة، التكامل المشترك، منهج الانحدار الذاتي لفترات الإبطاء الموزعة (ARDL)، الجزائر. This study aimed at analyzing and measuring the relation between the public expenditure and unemployment in Algeria during the period 1980-2016, we used the latest statistical methods have been modern in time series of estimation of the unrestricted regression error correction model (autoregressive Distribution lag (ARDL), this technique is new in analysis the co-integration and error correction models witch more accurate and efficient results. With the Using the statistical program (EVIEWS-10), the Most Important Findings of this study is: - The Bound Test Approach through F-statistic, that there is a co-integration between the public expenditure, unemployment, by the value of its calculated F-statistic, which is greater than the critical value at the significant level of 1%, 2.5% and 5% And 10%; - The results of the co-integration test indicate a long-term equilibrium relationship between public expenditure and unemployment; - The results indicated a positive relationship between the exchange rate and unemployment, which is statistically significant (5%); - The results indicate that there is an inverse relationship between public expenditure, GDP and unemployment, which is statistically significant (1%).
