GOVERNANCE OF URBAN PUBLIC TRANSPORTATION: FROM PLANNING TO SUSTAINABLE IMPLEMENTATION

Effective governance of urban public transportation is critical to ensuring that transportation systems are efficient, inclusive, and sustainable. This paper explores the key elements of governance in urban transportation, including transparency, accountability, stakeholder participation, and regulatory frameworks. It examines the role of governance in both the planning and implementation stages, emphasizing how well-designed strategies and inclusive policymaking contribute to the long-term sustainability of urban transportation systems. The study draws on case studies from cities such as Singapore, Copenhagen, and Medellín, highlighting successful governance mechanisms, such as public-private partnerships (PPPs) and technology integration, that have enhanced service delivery and sustainability. The paper also identifies key challenges, such as institutional barriers and funding constraints, and provides recommendations for overcoming these obstacles. Furthermore, it outlines potential future research directions to improve governance structures and urban transportation outcomes, with a particular focus on the impact of emerging technologies and inclusive strategies for marginalized communities. تعتبر حوادث المرور عبر الطرق سببا رئيسيا للوفيات والإصابات في جميع أنحاء العالم، وذات تأثير اقتصادي كبير، حيث يعتبر التقييم الدقيق لتكاليف حوادث المرور أمرا ضروريا، وذلك بهدف فهم تأثيرها الاقتصادي وتخصيص الموارد بشكل فعال. على هذا الأساس تأتي هاته لورقة لتقديم لمحة عن أهم طرق وأساليب تقييم تكلفة فقدان جودة الحياة لضحايا حوادث المرور عبر الطرق، وذلك من خلال مراجعة مختلف الأدبيات في هذا المجال. تشمل الطرق التي تمت مناقشتها من خلال هاته الورقة طريقة الاستعداد للدفع (WTP)، وطريقة عدد السنوات المصححة بجودة الحياة (QALY)، وطريقة سنة الحياة المعدلة حسب الإعاقة (DALY). لكل طريقة من هاته الطرق نقاط قوة ونقاط ضعف، ويرجع اختيار الطريقة إلى الاحتياجات والأهداف المحددة للتحليل.
