    Energy Security In Algeria In Post Oil Era

    This study aims to shed some light on the reality of energy security in Algeria. In view of the standards adopted by the International Energy Organization (IEA). Algeria is able to ensure its energy security, but only in the short term, this due to the fast growth of domestic energy consumption at a faster pace than production. Consequently, Algeria will fail to meet the domestic demand in the forthcoming years. This study proposes a model of energy governance by which the state-owned companies will not be the only responsible of elaborating energy policy by involving civil society and privet sector, in addition to the reinforcement of accountability mechanisms to prevent corruption within state-owned company. It also affirms that ensuring energy security in Algeria depends mainly on the achievement of energy transition through reliance on renewable resources.

    تطور مقاربات تحليل السياسة الخارجية.

    لقد عانى حقل تحليل السياسة الخارجية كحقل فرعي في العلاقات الدولية من نفس الإشكاليات التي عانت منها نظريات العلاقات الدولية ، فهذا الحقل يعاني من إشكالية تحقيب فترات تطور الحقل ، و التي تعد خطوة ضرورية لتحديد الصورة الذاتية للحقل. وفي هذا الإطار تسعى هذه الدراسة لتحديد أهم الحقب الذي مر بها حقل تحليل السياسة الخارجية . تجادل هذه الدراسة بأنه يمكن رسم حقبتين لهذا التطور؛ الأولى هي مرحلة المقاربات الجزئية التي كانت متأثرة إلى حد بعيد بالثورة السلوكية أين شهد هذا الحقل محاولة لتحقيق الاستقلالية التامة عن نظرية العلاقات الدولية من خلال اللجوء إلى النظريات المتوسطة المدى و خاصة مقاربة صنع القرار في السياسة الخارجية. ولكن سرعان ما تبين استحالة القيام بدراسة صنع القرار في معزل عن الدراسات النفسية و الاجتماعية ، ومع ذلك حاول جيمس روزنو تجاوز هذا الإشكال من خلال محاولة بناء نظرية عامة في السياسة الخارجية، إلا أنه وقع بدوره في فخ التحيز المعرفي، مما حتم عليهم في نهاية المطاف الاستعانة بنظريات العلاقات الدولية ومن ثم رسم مسار جديد في تطور حقل السياسة الخارجية .
