    إدماج النوع الاجتماعي في سياسة وممارسة إصلاح القطاع الأمني

    رغم الاعتراف الواسع بأهمية مراعاة الجندر في السياسة والتنمية بشكل متزايد، ورغم تنامي خطاب إصلاح قطاع الأمني الذي يشجع مشاركة المرأة فيه، إلا ان إدماجها ظل منحصرا جدا، وذلك بسبب الشك في مدى فاعلية ونجاعة دخولها في سياسات وممارسات إصلاح القطاع الأمني ، جاءت هذه الدراسة لإبراز المساهمة التي يمكن أن تقدمها المرأة لعمليات الإصلاح ، والتحقق مما إذا كانت قضايا النوع الاجتماعي تعتبر حقا قضية بالنسبة لإصلاح القطاع الأمني، وتستحق فعلا أن يكون لها حيزا في اجندته، كما ستقوم هذه الورقة أيضا برصد مختلف التحديات والصعوبات التي تواجه المنخرطين في الادماج (الفواعل الوطنية والدولية، والجهات المانحة) ، وتلفت النظر إلى بعض الممارسات التي يمكن أن تساعد على التقليل/الحد من هذه التحديات، ومن ثم تعزيز الإدماج الفعال للمرأة داخل المؤسسات الأمنية من أجل تحقيق الأمن الذي يخدم الإنسان بغض النظر عن كونه مرأة أو رجل. Despite the widespread recognition of the importance of gender mainstreaming in politics and development, and despite the growing rhetoric of reform in the security sector, the integration of gender in the security has remained very limited, it raises doubts about the effectiveness and efficiency of its incorporation into the policies and practices of security sector reform SSR. This study highlights the contribution of women to the processes of SSR, and to examine whether gender questions are really an issue for SSR, this paper will also present the various challenges facing those involved in planning for the inclusion, and draws attention to some practices that can reduce / eliminate these challenges, and then promote the effective integration of women within security institutions in order to achieve security that serves the human being, regardless of being woman or a man.

    العودة وتداعياتها على الامن الأوروبي

    يهتم هذا المقال بدراسة السياسات الأمنية الأوروبية ، وذلك عبر التركيز على قضية محورية تتمثل في الإرهاب وما يخلفه من تداعيات على الامن في المنطقة المتوسطية عامة والامن الأوروبي بصفة خاصة ، وعلى راس هذه التداعيات مسألة العودة ، هذه الأخيرة التي أصبحت تطرح العديد من الإشكالات في المنظومة الأوروبية في ظل غياب رؤية موحدة للتعامل معها ،مع تزايد عودة الإرهابيين المجندين من قبل التنظيمات الإرهابية خاصة تنظيم داعش ، الامر الذي دفع الدول الأوروبية الى تبني مجموعة من السياسات الأمنية في محاولة منها معالجة هذه المعضلة التي أصبحت تشكل تهديدا لأمنها الداخلي. This article exposes the European security policies, by emphasizing on the main topic of terrorism, and its impacts to security in the Mediterranean region in general and European security in particular. Foremost among these matter issues the subject problem of Return, where this later has caused many problems in the European organization, in the absence of a unified vision to deal with this issue, where there are an increase of Returned terrorists recruited by terrorist organizations, especially ISIS, which has led European countries to adopt a number of security policies in an attempt to resolve this dilemma, which has become a threat to their internal security.
