دور الإتصال في تفعيل الأداء البيئي للمؤسسات الصناعية الجزائرية

Abstract

The extrapolation of the environmental performance of ENAC is one of the main motivations for this study. This study aims to observe and check the real practices of ENAC that respect its commitment to the environmental and social responsibility within the framework of its application of the integrated management system. The study used the responding to the methodologic problem of highlighting the functional role of communication and its importance to achieve the efficiency and effectiveness of the environmental performance of the foundation. In order to achieve this, the study followed a theoretical framework that contributed to the development of its field structure. We adopted in this framework the methodology of studying the situation. We used the observation and the comparison as an analytical tool that leaded to the data that helped us to reach the results of this study. The results are represented in the following highlights: 1. The National Canal Corporation's »Quality Policy, Security and The environment«, shows its conscious environmental behavior that consider the environment as a strategic dimension for sustainable performance. 2. The foundation adopts the concept of responsible communication through a communication plan (internal and external) that reflects the care to ensure good and lasting communication with its customers, using all types of communication, including electronic communication, which is highly used, in order to facilitate the flow of information related to its environmental and social performance between their structures and branches or between them and their clients. 3. The application of the integrated management system has contributed significantly to enhance the environmental performance of the foundation by the following:  It was able to wisely manage the consumption of water and fuel while not being able to manage the consumption of electricity and lubricants, which was very high compared to the specified consumption threshold.  The results of the integrated reports indicated the relationship between the application of the integrated management system and the volume of response to environmental laws and legislation. It showed legal compliance rates as 90% for 2019 compared to 84% in 2018 and 80% in 2017.  The integrated management system contributes to the efficiency and effectiveness of achieving the goals and objectives associated with the assessment of environmental aspects (AES), as revealed by the results of the Program of Occupational Safety and Environmental Management in tables 36-37, where the accomplishment rate reached 81% for 2019, which saw a rise compared to 60.61% for 2018. 4. Despite the positive results achieved by the foundation in the implementation of the requirements of the integrated management system, the lack of some means as the waste scale and trucks for transport, the noise metering instruments and the fire protection network prevents the achievement of the environmental objectives associated with the integrated management system. ان استقراء واقع الاداء البيئي للمؤسسة الوطنية للقنوات كان احد اهم منطلقات هذه الدراسة، التي تهدف الى رصد ممارساتها الفعلية نحو التزامها بمسؤولياتها البيئية و الاجتماعية، في اطار تطبيقها لنظام الادارة المتكاملة؛ و ذلك من خلال الاجابة عن الاشكال المنهجي المتمثل في: ابراز الدور الوظيفي للاتصال، و بيان اهميته في تحقيق كفاءة ادائها البيئي و فعاليته. و لتحقيق ذلك؛ اعتمدت الدراسة اطارا نظريا ساهم في بلورة شقها الميداني؛ الذي ارتكز على منهج دراسة الحالة؛ مع استخدام الملاحظة و المقابلة كاداة رئيسية للتحليل؛ تلك التي اسفرت عن بيانات و معلومات تم استثمارها للوصول الى مخرجات هذه الدراسة؛ ممثلة في النتائج الاتية: 1. تنم سياسة "الجودة، الامن، المحيط، المسؤولية الاجتماعية" الخاصة بالمؤسسة الوطنية للقنوات عن سلوكها البيئي الواعي؛ الذي تسعى من خلاله الى التعامل مع البيئة كبعد استراتيجي لتحقيق الاداء المستدام. 2. تتبنى المؤسسة مفهوم الاتصال المسؤول من خلال مخطط اتصالي (داخلي و خارجي)؛ يعكس مدى حرصها على ضمان التواصل الجيد و الدائم مع متعامليها، و ذلك باستخدام كافة انواع الاتصال؛ و بخاصة الاتصال الالكتروني؛ قصد تسهيل تدفق المعلومات المرتبطة بادائها البيئي و الاجتماعي بين هياكلها و فروعها او بينها و بين عملائها. 3. ان تطبيق نظام الادارة المتكاملة ساهم بشكل جلي في تفعيل الاداء البيئي للمؤسسة من خلال ما ياتي: * تمكينها من ترشيد استهلاك الماء و الوقود بينما لم يمكنها من ترشيد نسبة استهلاك الكهرباء و زيوت التشحيم التي عرفت ارتفاعا كبير جدا مقارنة مع عتبة الاستهلاك المحددة. * ارتفاع حجم الاستجابة للقوانين و التشريعات البيئية؛ اذ مثلت نسب الامتثال القانوني 90% لسنة 2019، مقارنة مع 84% سنة 2018، و 80% سنة 2017؛ بحسب نتائج التقارير المتكاملة. * تحقيق كفاءة و فعالية انجاز الاهداف و الغايات المرتبطة بتقييم الجوانب البيئية (AES)؛ و هذا ما كشفت عنه نتائج برنامج ادارة الصحة و السلامة المهنية و البيئة؛ حسب الجدولين رقم 36-37؛ حيث بلغت نسبة انجازها 81% لسنة 2019، و التي عرفت ارتفاعا مقارنة مع 60.61% لسنة 2018. 4. رغم النتائج الايجابية التي حققتها المؤسسة في اطار تطبيق متطلبات نظام الادارة المتكاملة؛ بيد ان نقص بعض الوسائل المتمثلة في عدم توفر المؤسسة على الميزان الخاص بالنفايات و شاحنات لنقلها، و اجهزة قياس مستوى الضجيج؛ و شبكة الحماية ضد الحرائق؛ يحول دون استتمام تحقيق الاهداف البيئية المرتبطة بها.
