التشبيك ودوره في فاعلية السياسات العمومية: الجزائر أنموذجاً

Abstract

إن موضوع السياسات العامة، يشكل مطلباً أساسياً، ينبغي فهمه واستيعابه بشكل جيّد ضمن الواقع المعاصر، لأنه يؤدي بنا إلي معرفة الأدوار الرسمية والغير الرسمية، في عملية رسم السياسات،، لأن السياسة العامة تمثل الدائرة المركزية التي تهم المواطن والمستفيد، بشكل مباشر من آثار هذه السياسات. من خلال القطاعات التي تعنى بتحقيق الأمن المجتمعي (صحة، إسكان، تعليم، غذاء، طرقات، مواصلات، أمن، رفاه اقتصادي واجتماعي...). وبما أن للحكومات الدور الأساس في رسم وتنفيذ السياسات العامة، بمعية عديد الفاعلين الرسميين والغير رسميين، وهو ما ندعوه بشبكات السياسات العمومية، بهدف تحقيق أهداف سياسية، اقتصادية واجتماعية. لذلك فالعلاقة بين النظام السياسي وباقي الفاعلين تتحدد بجملة القنوات التي يتيحها النظام لتحقيق الحكامة الجيدة - Good Governance- لذا وجب البحث عن أساليب تحقيق الفاعلية والنجاعة في الأداء على كافة الأصعدة. تحاول الورقة البحثية تناول موضوع السياسات العمومية ودور الشبكات الفاعلة في تسيير الشأن العمومي من الناحية النظرية من جهة ودراسة واقع ذلك على حالة الجزائر، من جهة أخرى. باعتبار أن معايير الحكامة في القضاء على المشاكل الهيكلية والتنظيمية التي ترتبط ارتباطا وثيقا بالبيئة القانونية المؤسساتية للأجهزة، وأخرى تعنى بأساليب وطرق العمل الحكومية، وفي العلاقة بين الفواعل المختلفة في صناعة السياسات العامة على مستوى البيئة الداخلية والخارجية للنظام السياسي الجزائري. The issue of public policies is a right demand that should be understood well, within contemporary reality, because it leads us to know the official and informal roles in the policy- making process, because the public policy is the central circle of interest to the citizen and the beneficiary directly from the effects of these policies (Health, housing, education, food, roads, transportation, security, economic and social well- being). As governments have the primary role in shaping and implementing public policies, together with many formal and informal actors, which we call public policy networks, to achieve political, economic and social objectives. Therefore, the relationship between the political system and the rest of the actors is determined by the channels offered by the system to achieve good governance- so the search for methods to achieve effectiveness and efficiency in performance at all levels. The research paper attempt to address the issue of public policies and the role of effective networks in the management of public affairs in theory on the one hand and study the reality of this on the case of Algeria, as the criteria of governance in the elimination of structural and organizational problems that are closely linked to the institutional legal environment of the organs and others concerned with governmental methods and methods of work , And the relationship between different actors in policy making at the internal and external environment of the Algerian political system
