Résumé:
تعد منطقة الساحل الافریقي، احد الفضاءات الامنیة البالغة الأهمیة والتعقید، لما تعرفه من تداخل
وتشابك لتهدیدات أمنیة مختلفة، من تهدید التنظیمات الارهابیة، الى النشاط المتزاید لشبكات الجریمة
المنظمة، وكذلك تنامي ظاهرة الهجرة غیر الشرعیة. كل هذه التهدیدات ساعدت عوامل كثیرة على
استفحالها، لعل أهمها، الضعف والفشل الوظیفي الذي تعرفه دول المنطقة، فأصبحت هذه الاخیرة من
أكثر المناطق في العالم التي تشهد حالة استقطاب دولي كبیر، نظرا لما باتت تشكله من تحدیات
وتهدیدات أمنیة عابرة للحدود، فأضحت المنطقة مصدرا أساسیا للكثیر من المشاكل، التي تهدد جیرانها
وعلى رأسهم الجزائر، كما تهدد أمن و مصالح الدول الكبرى الفاعلة في النظام الدولي وعلى رأسها فرنسا
والولایات المتحدة الامریكیة، مما جعل هذه الاطراف تصوغ استراتیجیاتها وسیاساتها الامنیة من اجل
مواجهة هذه التهدیدات.
تهتم هذه الدراسة بمحاولة فهم مدى ملائمة وفعالیة الاستراتیجیات والمقاربات الامنیة التي تعتمدها
الدول الاقلیمیة والقوى الكبرى من اجل التصدي لمختلف التهدیدات الامنیة في المنطقة، خاصة في ظل
التحدیات التي تواجهها، والتي تتعدد مصادرها. ومن اجل الاجابة على هذه الاشكالیة، قسمت الدراسة الى
اربعة فصول، خصص الفصل الاول لفهم اهم التحولات التي عرفها مفهوم الأمن والتهدید، والتهدیدات
الامنیة الجدیدة التي برزت اكثر في ظل العولمة، وكیف ان هذه التهدیدات فعلت أدوارا اقلیمیة وعالمیة
جدیدة لمواجهتها. ویوضح الفصل الثاني اهم التهدیدات والمشكلات الامنیة التي تعاني منها دول الساحل
الافریقي، التقلیدیة منها والجدیدة. بینما خصص الفصل الثالث والفصل الرابع لتحلیل وفحص أدوار الدول
الاقلیمیة الرئیسیة في اقلیم الساحل، وادوار القوى الكبرى الفاعلة في المنطقة، من اجل فهم اهدافها
وآلیاتها والتحدیات التي تواجهها لتحقیق الأمن والاستقرار في المنطقة.
وفي الاخیر توصلنا الى نتیجة رئیسیة لهذا البحث، مفادها، ان هناك ترابط كبیر بین الفواعل
المحلیة والقوى الاقلیمیة والدولیة وتداخل للمصالح فیما بینها، لهذا، فان تحقیق الاستقرار في المنطقة
یتطلب جهودا جادة من الاطراف الثلاث، تتجاوز تلك النظرة الامنیة النمطیة للمنطقة القائمة على
العناصر المستجدة وسبل معالجتها فقط كالاٍرهاب مثلا، وأن تعمل على طرح قضیة الأمن في الساحل
الافریقي من خلال ربطها بالعناصر البنیویة والجغرافیة والبیئیة، التي تعتبر مصدرا رئیسیا لوجود
واستفحال باقي التهدیدات التي باتت تستقطب كل هذا الاهتمام الدولي كالجریمة المنظمة والارهاب
والهجرة غیر الشرعیة. T he Sahel region is considered as one of the most important and complicated security
region due to the several security tangles such as the terrorist organizations’ threat, the
increasing activity of the organized crime, and the growing of the illegal immigration. All
these threats were aggravated by many factors among which and most importantly the
weakness and dysfunction that countries in the region know as they have become the most
region in the world in terms of international polarization due to what it holds of cross-border
security challenges and threats. As a result, this region has become the source of several
problems that threaten its bordering countries especially Algeria, it also threatens the security
and interests of the greats powers in the international system; France and the United States of
America in particular. This situation has pushed them to reformulate their security strategies
and policies to face these threats.
This study is an attempt to understand to what extent the security strategies and approaches
adopted by regional countries and major powers are appropriate and efficient in facing the
various security threats especially in light of the multiple-sources challenges it is facing.
This study was divided into four chapters in order to answer this problematic. The first
chapter was devoted to understand the main changes that the concepts of security and threat
have known, the new security threats that emerged more in light of globalization, and how
these threats have activated new regional and global roles to confront them. The second
chapter points out the main security threats and problems -both old and new- the Sahel
countries suffer from. The third and fourth chapters were devoted to analyze and examine the
roles of both the principal regional countries in the Sahel region and the major active powers
in the region so as to understand their objectives, mechanisms and challenges they encounter
in order to achieve security and stability in the region.
I n the end of this study, we concluded that there is a great correlation between local
actors and regional and international powers as well as an overlapping of interests among
each others. Therefore, achieving stability in the region requires serious efforts by the three
parties that go beyond the region’s typical security outlook based only on new elements and
the ways to deal with them, as terrorism, and to work on raising the issue of security in the
African coast by linking it to the structural, geographical and environmental elements, which
are a major source of the existence and the spread of the other threats that are attracting all
this international attention such as the organized crime, terrorism and illegal immigration.
