حوكمة الهجرة في منطقة المتوسط

Abstract

شهد القرن العشرن بروز قضا يا جدیدة وجد معقدة عابرة للدول، سواء من حیث المنشأ والتداعيات، ومن أهم هذه القضا يا نجد قضية الهجرة التي إختلفت أشكالها وأنواعها وخاصة في منطقة المتوسط التي تعتبر منطقة جد نشطة في هذا المجال، حیث تعتبر المنطقة من بین المناطق الأكثر تأثرا من هذه الظاهرة.و لقد ساعد في إنتشار هذه الظاهرة حالة الرفاه الاقتصادي والاجتماعي والاستقرار الأمني التي تشهدها منطقة الاتحاد الاوروبي في مقابل الظروف الاجتماعية السیئة والاوضاع الاقتصادية المتردية وٕانتشار النزاعات في مناطق جنوب وشرق المتوسط. ومن خلال تلك الظروف سارعت الفواعل الدولاتية وغیر الدولاتية إلى تكثیف الجهود وتشبيك المساعي قصد في سياق سياسات احتوائية وتقويمية لمعالجة ظاهرة الهجرة. وفي هذا الصدد، نجد أن المنظمة الدولية للهجرة والاتحاد الأوروبي هما فاعلین وركیزتین أساسیتین في حوكمة ظاهرة الهجرة في منطقة المتوسط. وعليه فإن هذه الأطروحة اهتمت بمناقشة وتحلیل أسباب الهجرة، من جهة، ومن جهة أخرى ، فحص الآليات والحلول المتبعة من طرف كل من الاتحاد الاوروبي والمنظمة الدولية للهجرة، في إطار مقا رن لمختلف المؤشرات المیدانية فضلا عن الهيكلة، وقد خلصت الد راسة إلى أن الاختلاف في البنية المؤسساتية والأداء الوظيفي للمنظمة الدولية للهجرة والاتحاد الأوروبي، ساهم في إحداث فروقات في سياساتها وفعالية دورها إزاء ظاهرة الهجرة في منطقة المتوسط. وكنتیجة عامة للدراسة، من المحاججة أن الإدارة الفعالة لقضية الهجرة تتطلب تعاونا متعدد الأطراف ( يشرك جميع الفواعل المعنية) ومتعدد المستويات ( شمل جميع المستويات الوطني، الإقليمي والدولي، وحتى المحلي). فالمبادرات أحادية الأطراف أو أحادية المستوى تبقى غیركافية، إذ أن التركیز على الآليات الأمنية والعقابية لوحدها غیركاف، بل یجب أن یتعداه إلى التركیز على الجوانب الاقتصادية والاجتماعية المحركة لظاهرة الهجرة لمعالجتها في جوهرها ومن جذورها.The twentieth century witnessed the emergence of new issues and very complex that characterized by cross-country, both in terms of origin and repercussions, the most important of these issues is the issue of migration that exist in different forms and types, especially in the Mediterranean region, which is a very active area in terms of migration, where the region is among the most affected areas Of this phenomenon. The phenomenon of social and economic well-being and security stability in the EU region has helped to spread this phenomenon, in return for poor social conditions, deteriorating economic conditions and the spread of conflicts in the southern and eastern Mediterranean regions. Through these circumstances, governmental and non-governmental actors have accelerated efforts and made efforts in the context of containment and evaluation policies to address the phenomenon of migration. In this regard, the International Organization for Migration and the European Union are active actors and focal pillars in the governance of migration in the Mediterranean region. This thesis concerned to discussion and analysis of the causes of migration, and examining the mechanisms and solutions adopted by the European Union and the International Organization for Migration, in a comparative framework of various field indicators as well as structural, the study found that differences in the institutional structure and functioning of International Organization for Migration and the European Union contributed to differences in their policies and effectiveness in the role of migration in the Mediterranean region. As a general result of the study, it can be argued that effective migration management requires multilateral (multi-stakeholder) and multi-level cooperation (involving all national, regional, international and even local levels). Unilateral or uni-level initiatives remain insufficient. The focus on security and punitive mechanisms alone is inadequate, but must focus on the economic and social aspects of the migration phenomenon to address in essence and at root.
