Résumé:
The question of the urban development around industrial sites is among the problematic that arise today with acuity. Skikda, that accommodates the second pole of petrochemical industry in Algeria, was along its history the theater of many accidents more or less serious. However, the explosion in the refinery complex GNL1/K, occurred on January 19 th 2004, was consired as an alert that highlighted many shortcomings. The study tries to focus on the role of urban planning instruments in the fabrication of a dangerous urban development through the case of Skikda, to propose then some tracks for a better control of the urbanization around the industrial sites.
