رقمنه الخدمة العمومية بقطاع العدالة في الجزائر المكاسب والتحديات

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على واقع وأهمية الإدارة الإلكترونية في الجزائر ودورها في رقمنة الخدمة العمومية وعصرنة جهاز العدالة، كتوجه حديث يتماشى ومتطلبات النظام الاقتصادي الجديد، وكذا لكسب رضا الجبهة الاجتماعية، ولتحقيق هذه الأهداف تم الاعتماد على المنهج الوصفي التحليلي كونه يتناسب مع طبيعة الدراسة. وخلصت النتائج إلى أن الإدارة الإلكترونية آلية هامة للتحول نحو رقمنة الخدمة العمومية بقطاع العدالة في الجزائر الذي حقق مكاسب هامة، من خلال تحقيق الفعالية الإدارية، بالعمل على تخفيض التكاليف وتجسيد الجودة في تقديم الخدمة بكل شفافية وبالسرعة والدقة المتلازمتين للمواطنين، لكن لازالت هناك تحديات لابد من تداركها كتدني كل من قيم مؤشر المشاركة الإلكترونية ومؤشر الخدمة الإلكترونية وصولا للمقاربة التشاركية.This study aims to shed light on the reality and importance of electronic administration in Algeria and its role in the digitization of the public service and the modernization of the justice system, as a modern trend in line with the requirements of the new economic system, as well as to gain the satisfaction of the social front. The results concluded that electronic administration is an important mechanism for the transformation towards the digitization of public service in the justice sector in Algeria, which has achieved important gains, by achieving administrative effectiveness, by working to reduce costs and embodying quality in providing service in all transparency and with the speed and accuracy that go hand in hand with citizens, but there are still challenges that must be addressed. It is corrected as a decline in the values of the electronic participation index and the electronic service index in order to reach the participatory approach
