دور المجتمع المدني في الوقاية من الفساد بين الفعالية والفشل

Abstract

يدرج تحت مسمى المجتمع المدني المؤسسات والهيئات التي تقع خارج الإطار الرسمي للدولة والمستقلة عن هذا الإطار، وبالتالي القادرة على تأدية دور ما بين الحكومة والشعب، وهي التي تتضمن المنظمات غير الحكومية والمؤسسات الأكاديمية ومراكز البحث، والنقابات العمالية بالإضافة إلى الأحزاب السياسية وغيرها... حيث تعد هذه الهيئات أحد عناصر المجتمع المدني وجزءً من مكوناته لا يمكن فصله، على الرغم من أهداف بعضها السياسية في الوصول إلى السلطة، ما يجعلها سلاح ذو حدين مساعد في فضح الفساد أحيانا ومتستر عليه أحيانا أخرى. ويبقى المجتمع المدني مجالا موازيا للدولة ولكنه منفصل عنها وهو ما يعطي هذه المؤسسات القوة والقدرة على لعب دور أساسي في الوقاية من الفساد. Under the name civil society are included institutions and bodies that fall outside the official framework of the state and are independent of this framework, and therefore capable of performing a role between the government and the people, which include non-governmental organizations, academic institutions, research centers, and labor unions in addition to political parties and others... These bodies are considered one of the elements of civil society and a part of its components that cannot be separated, despite the political goals of some of them to gain power, which makes them a double-edged sword that helps expose corruption sometimes and covers it up at other times. Civil society remains a field parallel to the state, but separate from it, which gives these institutions the strength and ability to play a fundamental role in preventing corruption
