دور الإدارة الإلكترونية في تفعيل أداء الجماعات الإقليمية في الجزائر

Abstract

نجم عن تغير دور الدولة من دولة حارسة إلى دولة متدخلة ترسخ القناعة على مستوى الساحة الدولية والوطنية بأهمية الجماعات الإقليمية، وذلك للدور الذي تلعبه في مجال الاضطلاع بالأعباء العامة الملقاة على كاهل الدولة خاصة في مجال تقديم الخدمات الإدارية للمواطنين والاهتمام بمشاكلهم وانشغالاتهم والعمل على تلبية طلباتهم. ومع هذا الاهتمام المتزايد بالجماعات الإقليمية كتنظيم اداري لا مركزي وسعي الدول إلى تطوير هيئاتها ومؤسساتها الإدارية، وجد العالم نفسه مع مفاهيم دولية جديدة فرضتها الثورة الهائلة لتكنولوجيا المعلومات والاتصال وما جاءت به من نظم إصلاحية مست جميع الخدمات فظهر في مجال علم الإدارة نظام جديد تحت مسمى "الإدارة الالكترونية" يقوم على استعمال هذه التكنولوجيا ويعمل انطلاقا من شبكة الانترنت وما توفره من خدمات، وأصبح هذا النظام يتسع ويكبر مجال تطبيقه حتى ظهرت مشاريع وخطط دولية ووطنية تنادي بضرورة تطبيق نظام الإدارة الالكترونية على مستوى الجماعات الإقليمية، لما أثبتته من دور إيجابي وفعال في تطوير وعصرنة العديد من الهيئات والمؤسسات الحكومية والخاصة وتفعيل آدائها. من هذا المنطلق تشكلت لدينا رؤية مبدئية حول العلاقة بين الجماعات الإقليمية والإدارة الالكترونية، والتي حاولنا من خلال هذه الأطروحة التعمق فيها والتفصيل فيها والوقوف على كافة الأسس النظرية والعملية لتطبيق الإدارة الالكترونية على مستوى الجماعات الإقليمية، وذلك لاستجلاء مختلف زوايا التطوير والعصرنة التي طالت الإدارة المحلية هيكلا ونشاطا والوصول إلى مدى مساهمة الإدارة الالكترونية كمدخل للإصلاح الإداري في تفعيل آدائها. Which we tried through this thesis in greater depth and details to delve deeper into it, And the extent to which the electronic administration contributes to the administrative reform in activating the performance of Local communities. De ce point de vue, nous avons formé une vision préliminaire sur les relations entre les collectivités territoriales et l’administration électronique, dans laquelle nous avons approfondi les fondements théoriques et pratiques de l'application de l’administration électronique au niveau de collectivités territoriales pour explorer les différents aspects du développement et de la modernisation de l'administration locale. La contribution de l'administration électronique en tant qu'introduction à la réforme administrative dans l'activation de performances des collectivités territoriales.
