مقترح مبني على التخطيط الإستراتيجي للكشف عن المتفوقين في الرياضيات في الجزائر وفق متطلبات المختصين والتلاميذ

Abstract

This study was designed to suggest a proposal based on a strategic planning in order to identify the academically excellent students in mathematics in Algeria in the light of specialists’ and students’ requirements. To realize this goal we adopted the descriptive method, as well as the foresight method, and this will serve at revealing both the learners in addition to the specialists’ needs. Moreover, we aimed at identifying the strengths and weaknesses, the opportunities, and the threats in the educational system through analyzing the ministry releases related to talent as well as educational excellence. For that and more, a foresight descriptive approach was adopted. Both qualitative and quantitative research methods were used such as: the Delphi method, the QOH (house of quality) method, and the SWOT analysis. Every method was applied on a specific sample of 33 specialists in talent and excellence on an initial level, 20 specialists in the second and the third levels, a sample of 30 high achievers in math from El Kobba secondary school, in addition to a sample of documents such as ministry releases related to talent and excellence. After data analysis, treatment, and interpretation the following results were discussed: - specialists agreed on 125 important necessary and mandatory requirements to spot valedictorians and they were organized in 7 fundamental units. - valedictorians in math agreed on 34 necessary requirements to help them discover academically excellent students in mathematics.. - both students and specialists shared some needs regarding a wide range of elements which revolved around defining legislations responsible for the process of spotting valedictorians in math identifying their main characteristics and excellence aspects. To be more specific, the following study helped in defining who a good math teacher is, what identification tools are, which identification steps and leading international experiments are better to be used for the sake of detecting math high achievers and how they can take advantages from all what is mentioned above. All in all, the latter are requirements embedded under core concepts related to: legislation, supervision, planning, efficiency, follow up, examination, globality, interaction, integration, harmony, privacy, participatory, and differentiation. - 5 factors were scored for both strengths and weaknesses, opportunities, and threats to the educational system regarding spotting high achievers in math, and that urges policy makers to clarify the weaknesses of important effect on the educational system’s low efficiency, in addition to presenting the most important available opportunities to the educational system that will play a major role implementing the strategic plan. Moreover, the findings will help in offering the needed recommendations and instructions fixing the weaknesses, putting into practice the strategic plan and strengthening the internal position of the educational system in the future. In the light of these results, a suggested proposal was build based on strategic planning, following the model of Goodstein, Nolan, Pfeiffer to reveal the academically excellent students in mathematics in Algeria covering the requirements of both specialists and high achievers. That was through shedding lights on strengths and opportunities as main basics for the suggested vision, with providing some research proposals. جاءت هذه الدراسة لتقديم مقترح مبني على التخطيط الاستراتيجي للكشف عن المتفوقين في الرياضيات في الجزائر في ضوء متطلبات المختصين والتلاميذ. ولتحقيق هذا الهدف قمنا بالاعتماد على المنهج الوصفي والمنهج الاستشرافي، وهذا للكشف عن متطلبات كل من الخبراء والتلاميذ المتفوقين في الرياضيات، وكذا لتحديد نقاط القوة ونقاط الضعف والفرص والتهديدات في المنظومة التربوية من خلال تحليل المناشير الوزارية. ولهذا الغرض تم استخدام مجموعة من الأدوات الكمية ومصفوفة أسلوب التحليل ،QOH أداة بيت الجودة ،"Delphi والكيفية، تمثلت في أسلوب "دلفي حيث طبقت كل اداة على عينة خاصة من العينات التي تم العمل معها والتي تمثلت ، "SWOT" الرباعي في عينة من المختصين والخبراء في مجالات ترتبط بالموهبة والتفوق بلغت (33) خبيرا في الجولة الأولى، و(20) خبير في كل من الجولة الثانية والثالثة، عينة من التلاميذ المتفوقين في الرياضيات بثانوية القبة للرياضيات بلغت (31) تلميذا، وعينة الوثائق التي تمثلت في المناشير الوزارية المتعلقة بالموهبة والتفوق في النظام التربوي الجزائري . وبعد معالجة وتحليل البيانات المتحصل عليها، أسفرت الدراسة على النتائج التالية: -اجمعت مطالب الخبراء على تحديد (125) مطلب ضروري للكشف عن المتفوقين، تم تحديدها في سبعة (7) محاور اساسية. - توافق التلاميذ المتفوقين في الرياضيات على تحديد (34) مطلب ضروري للكشف عن المتفوقين في الرياضيات. - تقاطعت متطلبات كل من الخبراء والتلاميذ في مجموعة كبيرة من العناصر، دارت حول تحديد التشريعات والمسؤولين عن صياغة استراتيجيات عملية الكشف عن المتفوقين في الرياضيات، وسمات المتفوق في الرياضيات وخصائص المعلم المرشح للمتفوق، ووسائل وأدوات الكشف، ومراحل الكشف، والتجارب العالمية الرائدة في الكشف عن المتفوقين في الرياضيات وكيفية الاستفادة منها. وهي عموما متطلبات متضمنة ضمن مفاهيم محورية تمثلت في التشريع، والاستشراف، والتخطيط، والفعالية، والمتابعة والتقييم، والشمولية، والتفاعل، والتكامل والانسجام، والخصوصية، والتشاركية، والتمايز. - تم تسجيل (5) عوامل لكل من نقاط القوة ونقاط الضعف والفرص والتهديدات للمنظومة التربوية فيما يتعلق بالكشف عن المتفوقين في الرياضيات، وهو ما يستدعي من متخذي القرار إيضاح نقاط الضعف ذات التأثير الهام في تدني مستوى أداء المنظومة التربوية والتي ستؤدي إلى عرقلة تنفيذ القرار الاستراتيجي، وعرض أهم الفرص المتاحة أمام المنظومة التربوية والتي ستساعد بشكل كبير في تنفيذ القرار الاستراتيجي، وكذا تقديم التوصيات والإرشادات اللازمة لمعالجة نقاط الضعف والتي ستساعد في تطبيق القرار الاستراتيجي وتقوية مركز المنظومة التربوية الداخلي في المستقبل. Goodstein, ، وفي ضوء هذه النتائج تم تصميم مقترح مبني على التخطيط الاستراتيجي وفق نموذج للكشف عن المتفوقين في الرياضيات بالجزائر في ضوء متطلبات المختصين والتلاميذ Nolan, Pfeiffer المتفوقين، وذلك من خلال اعتماد المتطلبات كمحاور رئيسية للمقترح، واعتماد نقاط القوة اولفرص كركائز أساسية للتصور المقترح، مع تقديم بعض المقترحات البحثية.
