إشكالية تنمية القطاع الصناعي الجزائري في ظل التحولات الإقتصادية الدولية

Abstract

Cette étude a pour objectif d’analyser la réalité du secteur industriel algérien en faisant allusion aux stratégies appliquées depuis l’Indépendance, pour faire le point de la situation actuelle, on sous-entend l’analyse des résultats obtenus par l’industrie nationale durant les dernières années, par la mise sous observation du développement de plusieurs indices qui, principalement, sont représentés par la part du secteur industriel dans le produit intérieur brut, et sa contribution dans la création de la valeur ajoutée au sein de l’économie nationale d’une part, et le taux de croissance en volume d’autre part. Cela sont comptés comme indices qui pourraient donner une idée nette de la performance de l’industrie nationale, et ses perspectives dans le cadre des changements économiques favorisant la libération du commerce international afin que l’aisance des marchandises, services et capitaux soient bien garantie ainsi, l’intervention étatique dans la vie économique aurait été réduite et dont le but serait la concrétisation de la mondialisation dans son aspect positif. L’étude, également, vise à tenter de suggérer une modeste contribution, dont l’objectif est d’enrichir la stratégie industrielle nationale, par le biais d’un ensemble de recommandations qui englobe essentiellement les circonstances générales d’investissement en Algérie et les cadres règlementaires de l’activité industrielle ; de plus, les établissements qui veillent à l’exécution, le contrôle et l’évaluation de cette stratégie. L’étude clôt avec une étude de modélisation sur la filière de l’industrie agroalimentaire pour présumer sa capacité de tirer profit des changements économiques résultants de la libération du commerce extérieur, et atténuation des barrières douanières par rapport aux mouvements des marchandises et services en ce qui concerne les échanges commerciaux entre l’Algérie et le reste du monde. This study aims to try to analyze the reality of the industrial sector in Algeria, by addressing the applied strategies since Independence in order to understand the backgrounds of the current situation, as well as through the analysis of the fulfilled results obtained by the national industry during the last few years, and through following the development of several indicators, mainly represented by the industrial sector's share of the gross domestic product, and its contribution towards the creation of value-added in the national economy, in addition to the rate of growth in terms of size, which are indicators that could give a clear idea about the national industry performance rendering, and its future prospects, in the light of the economic transformations, characterized mainly by going towards freeing the international trade, in order to ensure the free flow of the goods, the services, the capital. Hence the size of state intervention in economic life is been reduced to achieve the goals and broad sense of the globalization. This study also attempts to provide a modest contribution that intends to enrich the national industrial strategy, through a number of suggestions, including in particular the overall investment circumstances in Algeria, and the framing laws of the industrial activity, as well as institutional structures overseeing the implementation, monitoring, and evaluation of this strategy. In the end, the study concludes by conducting a pilot study on the food industry branch, in order to predict its ability to take advantage of the economic variables, resulting from freeing the foreign trade, and the removal of tariff restrictions imposed by customs on the movement of goods, services, trade with the economic, regional, and international conglomerates surrounding Algeria. تهدف هذه الدراسة الى محاولة تحليل واقع القطاع الصناعي الجزائري، من خلال التطرق الى الاستراتيجيات الصناعية المطبقة منذ الاستقلال، بغية الوقوف على خلفيات الوضع الحالي، و كذا من خلال تحليل النتائج التي حققتها الصناعة الوطنية خلال السنوات الاخيرة، عبر تتبع تطور عدة مؤشرات، تتمثل اساسا في حصة القطاع الصناعي من الناتج الداخلي الخام، و مدى مساهمته في خلق القيمة المضافة داخل الاقتصاد الوطني، اضافة الى معدل النمو من حيث الحجم، و هي المؤشرات التي بامكانها تقديم صورة واضحة حول اداء الصناعة الوطنية، و افاقها المستقبلية، في ظل التحولات الاقتصادية، المتسمة اساسا بالتوجه نحو تحرير التجارة الدولية، قصد ضمان الانسياب الحر للسلع، و الخدمات، و رؤوس الاموال، و تقليص حجم تدخل الدولة في الحياة الاقتصادية، تحقيقا لاهداف العولمة بمفهومها الواسع. كما تحاول هذه الدراسة تقديم مساهمة بسيطة قصد اثراء الاستراتيجية الصناعية، من خلال جملة من الاقتراحات، تشمل بالخصوص المناخ العام للاستثمار في الجزائر، و القوانين المؤطرة للنشاط الصناعي، اضافة الى الهياكل المؤسساتية المشرفة على التنفيذ، المراقبة، و التقييم لهذه الاستراتيجية. لتختم في الاخير باجراء دراسة قياسية على فرع الصناعات الغذائية، بغية التنبؤ بقدرته على الاستفادة من المتغيرات الاقتصادية، الناتجة عن تحرير التجارة الخارجية، و ازالة القيود الجمركية على حركة السلع، و الخدمات، في المبادلات التجارية مع التكتلات الاقتصادية الاقليمية، و الدولية المحيطة بالجزائر.
