تطوير الإدارة المدرسية في ظل إعادة هيكلة عملياتها الإدارية (الهندرة الإدارية)

Abstract

هدفت الدراسة الحالية من خلال فصولها النظرية و التطبيقية إلى التعرف على مدى إمكانية تطوير الإدارة المدرسية من خلال اعتماد مدخل إعادة هندسة العمليات الإدارية ببعض المؤسسات الثانوية بولاية المسيلة. حيث عملت على تقسيم البحث إلى مجموعة من الأسئلة الرئيسية و الفرعية، و للإجابة على فرضياتها اعتمد المنهج الوصفي لمناسبته لمثل هذه الدراسات التربوية، من حيث وصف الظاهر موضوع الدراسة و تحليل بياناتها. و لتحقيق أهداف الدراسة قامت الباحثة بتصميم استبانتين: الأولى: لقياس درجة توفر متطلبات تطبيق مدخل إعادة هندسة العمليات الإدارية، تكونت من (32) فقرة موزعة على 04 مجالات: مجال الاستعداد للتغيير، مجال التمكين الإداري للعاملين، مجال توفر ثقافة الجودة الإدارية، و مجال توفر متطلبات التحول للإدارة الالكترونية. الثانية: لقياس نتائج تطبيق مدخل إعادة هندسة العمليات الإدارية على تطوير الإدارة المدرسية، تكونت من (33) فقرة موزعة على مجالين: مجال تبسيط إجراءات العمل الإداري، و مجال تجويد الخدمة. و تم التأكد من صدقهما باعتماد الصدق الظاهري، و صدق المحتوى، كما تم التأكد من ثباتهما من خلال اعتماد طريقة التجزئة النصفية، و طريقة ألف كرونباخ حيث بلغ معامل الثبات لكلا الأداتين (0,906)، (0,975). و تم توزيع الاستبانتين على عينة الدراسة المكونة من (198) من أصل (407) أستاذ و أستاذ موزعين على (09) ثانويات بالولاية. و لمعالجة البيانات إحصائيا تم استخدام: برنامج الرزم الإحصائية (spss) لقياس: النسب المئوية، المتوسطات الحسابية، التجزئة النصفية، ألفا كرونباخ، اختبار"ت" لعينتين مستقلتين، تحليل التباين الأحادي، اختبار lsd لتبيان الفروق البعدية. و قد توصلت الدراسة بعد المعالجة الإحصائية للبيانات الكمية إلى النتائج التالية: - تتوفر متطلبات تطبيق إعادة هندسة العمليات الإدارية الخاصة بالإدارة المدرسية؛ المتمثلة في الاستعداد للتغيير، و التمكين الإداري للعاملين، و توفر متطلبات التحول إلى الإدارة الالكترونية، و توفر ثقافة الجودة الإدارية؛ بدرجة متوسطة قدرت ب (2,65). - يتفق الأساتذة على إمكانية تطوير الإدارة المدرسية من خلال إعادة هندسة العمليات الإدارية، المتمثلة في تبسيط إجراءات العمل الإداري، و تجويد الخدمة، بدرجة عالية قدرت ب (2,28). - عدم وجود فروق ذات دلالة إحصائية وعملية في وجهات نظر الأساتذة بخصوص درجة توفر متطلبات تطبيق مدخل إعادة هندسة العمليات الإدارية تعزى لمتغير الجنس، و التصنيف، و المؤهل العلمي، و الخبرة المهنية. - وجود فروق ذات دلالة إحصائية في وجهات نظر الأساتذة تعزى لمتغير الجنس، و المؤهل العلمي، و عدم وجود فروق ذات دلالة إحصائية في وجهات نظر الأساتذة تعزى لمتغير التصنيف و الخبرة المهنية، بخصوص إمكانية تطوير الإدارة المدرسية من خلال إعادة هندسة العمليات الإدارية.كما أثبتت النتائج عدم وجود فروق ذات دلالة عملية بهذا الخصوص تعزى لمتغير الجنس، التصنيف، الخبرة المهنية، و المؤهل العلمي. و بناءا على النتائج سالفة الذكر خرجت الباحثة بتصور مقترح لإعادة هندسة العمليات الإدارية باعتماد تكنولوجيا المعلومات من خلال دمج، و إضافة، و إلغاء، و تطوير بعض العمليات الإدارية، بهدف تطوير الإدارة المدرسية؛ و تبسيط إجراءات العمل بها و تجويدها. The aim of the current study through theoretical and practical classes is to appreciate about the feasibility of the development of school management through the entrance process re- engineering some secondary schools in M'sila. Where she worked on a search division of principal and subsidiary questions, In order to answer the assumptions, she adopted the descriptive analytic relevance of such studies in education, in terms of the phenomenon described and analyze their data. In order to achieve the objectives of the study the researcher has designed tow major questionnaires: The First one: to measure the degree of availability requirements apply entrance process re engineering, consisted of (32) paragraph spread over 4 areas: preparing for change, empowerment of employees, administrative area provides quality management culture, and availability requirements of the shift to e-governance. The Second one: to measure the results of applying the entrance to re-engineer administrative processes on the development of school management, consisted of (33) distributed on two areas: streamlining administrative procedures and the quality of the service. And their truth was confirmed by adopting face validity, and content Validity, He also was steadfast through a split-half method, and alpha Cronbach method, Bringing the reliability coefficient for both instruments (0,906), (0,975). The questionnaires were distributed to the study sample consisting of (198) out (407) teachers at (09) secondary schools in the district of M’sila. In order to treat the data statistically is used: the statistical program packages (spss) to measure: percentage %, arithmetic averages, split-half, alpha cronbach,t- test for Independent samples, anova test for separating analysis of variance, lsd test to indicate the post-traumatic differences. The study found after processing of statistical data to the following results: _ There are requirements for the application of the Re-engineering of the administrative operations of the school administration; of preparing for change, and empowerment of workers and the requirements of the transition to electronic administration, and provides a culture of quality management; the degree of medium at an estimated (2.65) _ Teachers agree on the possibility of the development of school management through the re-engineering of administrative processes, streamline administrative work, and improve the service, With a high degree estimated (2, 23). _ The lack of significant differences in process and the views of teachers regarding degree requirements apply entrance re-engineering of administrative processes due to the variable gender, classification, qualification and professional experience. _ The existence of differences in the views of teachers due to the variable gender, qualifications, and the lack of significant differences in the views of teachers due to the classification variable, professional experience, regarding the possibility of the development of school management through process re engineering. Based on the above results, the researcher came up with a proposal for the visualization process re engineering, the adoption of information technology by merging, add, cancel, and develop some administrative processes, with a view to the development of school management and simplification of work procedures and improve them.
