واقع إدارة مؤسسات التعليم الثانوي في الجزائر و تقديم تصور لتطويرها في ضوء مبادئ أسلوب إدارة الجودة الشاملة

Abstract

تناولت الدراسة واقع إدارة مؤسسات التعليم الثانوي في الجزائر و تقديم تصور لتطويرها في ضوء مبادئ أسلوب إدارة الجودة الشاملة. هدفت إلى التعرف على درجة ممارسة مديري مؤسسات التعليم الثانوي للعمليات الإدارية، و كيفية الاستفادة من نتائج الدراسة الميدانية و مبادئ أسلوب إدارة الجودة الشاملة لتطوير العمليات الإدارية في مؤسسات التعليم الثانوي بالجزائر. استخدم الباحث في هذه الدراسة المنهج الوصفي التحليلي، و تمثلت عينة الدراسة في 60 مديرا و مديرة في كل من ولايتي "البويرة" و "باتنة"، كما اعتمدت هذه الدراسة على أداة الاستبيان لتجميع البيانات، توصل الباحث في نتائج دراسته إلى ما يلي: 1- إن درجة ممارسة مديري مؤسسات التعليم الثانوي للعمليات الإدارية (القيادة، التخطيط، التنظيم، التدريب، الرقابة) كانت متوسطة بشكل عام. 2- عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05) في درجة ممارسة مديري مؤسسات التعليم الثانوي لكل العمليات الإدارية تعزى لمتغير (الجنس، المؤهل العلمي، سنوات الخبرة، عدد الدورات التدريبية). 3- يواجه مديرو مؤسسات التعليم الثانوي أثناء ممارستهم للعمليات الإدارية صعوبات في كل من (القيادة، التخطيط، و التنظيم، و التدريب، و الرقابة) 4- تم اقتراح تصور لتطوير إدارة مؤسسات التعليم الثانوي بالجزائر اعتمادا على واقع إدارة الثانويات و مبادئ أسلوب إدارة الجودة الشاملة. و طرح الباحث فكرة ذرة الجودة " تطوير". أهم توصيات الدراسة: 1- المبادرة بتبني مبادئ إدارة الجودة الشاملة المتوصل إليها في هذه الدراسة في إدارة التعليم الثانوي، و نشر ثقافة الجودة بين كل العاملين تمهيدا للتطبيق النهائي لهذا الأسلوب الإداري الحديث. 2- تدريب مديري الثانويات و تكوينهم ميدانيا للتحكم في العمليات الإدارية الأساسية في ضوء إدارة الجودة الشاملة، عن طريق الدورات التدريبية باستعمال الطرق الحديثة للتدريب. The thesis is entitled (The reality of secondary level institutions in Algeria and the introduction of a vision about their development in the light of the principles of total quality management approach). The present study aimed to identify the degree of manager’s practice of administrative processes in secondary level institutions, and how to benefit from the results of the field study and the principles of total quality management approach for the development of administrative processes in secondary level institutions in Algeria. In this study, the researcher used: the descriptive and analytical method, whereas the study sample is consisted of 60 headmasters (in both genders) from "Bouira" and "Batna». Thus, this study is based on a questionnaire tool to collect data relatives to the. The results of the study are as follows: 1/-The degree of the practice of secondary level institutions’ headmasters of administrative processes (leadershiping, planning, organization, training and supervising) was average in general. 2/- There were no statistically significant differences at the significance level (0.05) in the degree of secondary level institutions headmasters practice for each administrative processes due to these variables (sex, educational qualification, years of experience, the number of training sessions). 3/- Secondary education institutions managers face difficulties in the exercise of administrative processes in each of the (leadershiping, planning, organization, training, and supervision) 4/- A vision to developing the secondary level institutions in Algeria has been proposed, depending on the reality of high school management and the principles of total quality management approach. And put forward the idea of a « Quality atom ». The most important recommendations of the study are: 1/-The initiative of adopting the principles of total quality management reached in this study in secondary level management. 2/- Training of secondary level headmasters in controlling the basic administrative processes in the light of total quality management.
