الرشوة و أثرها في تعطيل التنمية في المجتمع الجزائري

Abstract

لقد عاشت الجزائر مرحلة من تاريخها تحت وطاة الاحتلال، كفيلة بان تكون سببا للاقلاع الاقتصادي، بما تميزت به من اضطهاد و استغلال للانسان في اسوء صوره و ثورة التحرير كانت بهدف استرجاع الكرامة التي ضاعت، فكيف لمن عاش تلك المرحلة ان يتهاون في الاخذ باسباب النهوض، ام ان مستوى الصراع يقوق مستوى ادراكنا للاشياء، بسبب تلويث الاخلاق بفعل التجهيل الذي مورس على هذا الشعب من قبل المحتل "فالاستعمار اينما حل كان يلوث الانسان، حتى اصبحت تصفيته من رواسب الاستعمار اكبر عمل ثوري في الثورة "مالك بن النبي. من رواسب الاستعمار الاستعمار الفساد و على راس الفساد الرشوة التي يرى الباحث انها ام المفاسد انطلاقا من هذه القناعة كان البحث حول الرشوة و اثرها في تعطيل التنمية في المجتمع الجزائري. و لكون الدراسة استطلاعية و بهدف الاجابة على سؤال الاشكالية هل الرشوة تؤثر في تعطيل التنمية في المجتمع؟ صاغ الباحث مجموعة من الاسئلة على ضوء الدراسات النظرية التي تناولت الظاهرة. كما قسم البحث الى بابين الاول مقسم الى 5 خمسة فصول يتناول الفصل الاول موضوع البحث. الفصل الثاني الاطار المفاهيمي لظاهرة الرشوة و التطور التاريخي لها في الجزائر. الفصل الثالث تفسير سلوك ظاهرة الرشوة في الجزائر. الفصل الرابع: تناول الباحث عنصر التنمية كمتغير متاثر بالرشوة. الفصل الخامس: العلاقة بين الرشوة و عناصر الفساد المعطلة للتنمية. اما الباب الثاني فقد تم تقسيمه الى ثلاثة فصول. يتناول الفصل الاول الجانب المنهجي و التقني للبحث. الفصل الثاني تفريغ البيانات و تحليلها. الفصل الثالث نتائج البحث في ضوء البيانات المحصل عليها من العينة. كما اجاب الباحث على كل تساؤلات الدراسة. و كانت النتيجة النهائية المستخلصة هي: الرشوة لها تاثير في تعطيل التنمية في المجتمع الجزائري. Algeria has witnessed a period of its history under the rule of colonialism and that was the main cause of its economic declaine. It is a period which has known for its persecution and exploitation of humans in its worst forms and the main purpose of the resolution was to gain dignity that has been lost. And how can people who lived that period give up to stand up again or is the level of conflict is more than the level of our perception to things due to the pollution of morality by the policy of ignorance practiced upon the people by the occupier, "wherever there is colonization, it contaminates humans, until it become its filteration from the residues of colonozation is the biggest revolutionary work in revolution" Malik Bin Nabi. And the fact that the study is exploratory in order to answer the driving question of whether bribery influence in obstructing the developement in Algeria society? The researcher formulate a number of questions in the light of the oritical studies on the phenomenon. Besides, he devided the research into two sections. The first section is divided into five chapters. * The first chapter deals with the subject of the research. * The second one is about the conceptual framework of the phenomenon of bribery and its historical developement in Algeria. * The third chapter speaks about the interpretation of the behaviour of the phenomenon of corruption in Algeria. * In the fourth chapter, the research dealt with the cmponent of developement as a variable influenced by bribery. * The fifth chapter, is about the relation between bribery and the elements of corruption which obstract the developement. And the second section has been devided into those sections: * The first chapter deals with the methodological and technical side of the research. * The second chapter is about analysing the data. * The third chapter, deals with the results of the research in the light of the data obtained from the sample, as well as, the researcher answered all the questions of the survey. And the final conclusion drawn is, bribery have an important impact in obstructing the development in Algerian society.
