Résumé: إن تبني المفهوم المتعدد للفقر سمح بالتركيز على البعد الإنساني لظاهرة الفقر، ليفتح باب النقاش في الساحة الدولية عن الصلة بين الفقر وحقوق الإنسان، بين فريق يرى في الفقر إنتهاكاً مباشراً لحقوق الانسان، وآخر يرى في الفقر سبب أو نتيجة لإنتهاكات حقوق اللإنسان، وف ريق ثالث ينادي بضرورة التحرر من الفقر كحق من حقوق الإنسان. وإعتماد مفهوم الفقر ومكافحته من منظور حقوق الإنسان سمح ببروز نهج إنمائي جديد " التمكين القانوني للفقراء" الذي يعتبر رؤية شجاعة لواقع القرن الواحد و العشرين، و الذي يهدف إلى تغيير واقع الفقراء من خلال تعزيز قدراتهم وفرصهم عن طريق إستخدام القانون و الأدوات القانونية للسيطرة على حياتهم وتحسين سبل معيشتهم، و تعزيز حقوقهم ومصالحهم كمواطنين وفاعلين إقتصاديين، وهذا بالاعتماد على مجموعة من الركائز والمداخل والمبادرات التي تعتبر أساسية في عملية التمكين القانوني للفقراء. The adoption of the multiple concept of poverty allowed focusing on the human dimension of the phenomenon of poverty, to open the door to discussion in the international arena about the link between poverty and human rights, between one group that sees poverty as a direct violation of human rights, and another that sees poverty as a cause or result of human rights violations, and a third team calling The necessity of freedom from poverty as a human right. Adopting the concept of poverty and combating it from a human rights perspective allowed the emergence of a new development approach, “legal empowerment of the poor,” which is a courageous vision of the reality of the twenty-first century, and aims to change the reality of the poor by enhancing their capabilities and opportunities by using the law and legal tools to control their lives and improve their lives. Their livelihood, and the promotion of their rights and interests as citizens and economic actors, depending on a set of pillars, entry points and initiatives that are essential in the process of legal empowerment of the poor.
