Abstract

This study seeks to detection the nature of El-Khabar newspaper's treatment of administrative corruption in Algeria, by asking the main question: What is the nature of El-Khabar newspaper's treatment of administrative corruption in Algeria in terms of form and content? In order to answer this question, the researcher relied on the sample survey method, which is scientifically compatible with the objectives of the study, through a 12 samples that were selected by following the course method during the year 2019, with the intention of closely identifying and accurately diagnosing how El-Khabar newspaper deals with the phenomenon of administrative corruption in Algeria, The study used the content analysis tool, where the content was divided into categories of form and content. The study concluded a set of results, the most important of which are: - Topics of administrative corruption occupy the space considered within the media concerns of the El-khabar newspaper's editorial policy. - Press news on issues of administrative corruption in El-Khabar newspaper exceeded 54 percent, compared to the rest of the other types of press. - More than 46.91 percent of the issues of administrative corruption dealt with by El-Khabar newspaper were financial deviations. - The sectors of local authorities and housing are the most prominent sectors affected by administrative corruption, according to the press treatment of El-Khabar newspaper. - The press correspondent is the most important source of news related to administrative corruption in El-Khabar newspaper. - The most important causes of administrative corruption were attributed by El-Khabar newspaper to administrative and legal reasons. The parties most involved in administrative corruption cases, according to El-Khabar newspaper, are the people holding legislative positions and the local elected officials. - El-Khabar newspaper considers that the activation of laws and the work of the competent system to combat corruption are the most important solutions proposed in order to Process the issue of administrative corruption in Algeria. تهدف هذه الدراسة الى الكشف عن طبيعة معالجة صحيفة الخبر لظاهرة الفساد الاداري في الجزائر، من خلال طرح التساؤل الرئيسي التالي: ما طبيعة معالجة صحيفة الخبر لظاهرة الفساد الاداري في الجزائر خلال الفترة الممتدة من 1 جانفي إلى غاية 31 ديسمبر 2019 من حيث الشكل و المضمون؟ و للاجابة عن هذا التساؤل اعتمد الباحث على منهج المسح بالعينة، الذي يتناسب علميا مع اهداف الدراسة، عن طريق عينة مشكلة من 12 عددا تم اختيارهم باتباع اسلوب الدورة خلال سنة 2019، و قصد التعرف عن كثب و للتشخيص الدقيق لكيفية معالجة صحيفة الخبر لظاهرة الفساد الاداري في الجزائر، استخدمت الدراسة اداة تحليل المضمون، حيث تم تقسيم المحتوى الى فئات الشكل و المضمون. و خلصت الدراسة الى مجموعة من النتائج اهمها: - احتلال مواضيع الفساد الاداري المساحة معتبرة ضمن الاهتمامات الاعلامية للسياسة التحريرية للجريدة. - تجاوزت الاخبار الصحفية في مواضيع الفساد الاداري بجريدة الخبر نسبة 54 بالمائة، مقارنة بباقي الانواع الصحفية الاخرى. - ازيد من 91.46 بالمائة من مواضيع الفساد الاداري التي عالجتها جريدة الخبر كانت عبارة عن الانحرافات المالية. - قطاعات الجماعات المحلية و السكن ابرز القطاعات التي مسها الفساد الاداري حسب المعالجة الصحيفة لجريدة الخبر. - المراسل الصحفي اهم مصدر من مصادر الاخبار المتعلقة بالفساد الاداري في جريدة الخبر. - اهم اسباب الفساد الاداري ارجعتها جريدة الخبر الى الاسباب ادارية و قانونية. - الاطراف الاكثر تورطا في قضايا الفساد الاداري حسب جريدة الخبر هم الاشخاص الشاغلون لمناصب تشريعية و المنتخبين المحليين. - ترى جريدة الخب ان تفعيل القوانين و عمل الاجهزة المختصة بمكافحة الفساد هي اهم الحلول المقترحة من اجل معالجة موضوع الفساد الاداري في الجزائر.
