الحوكمة الأمنية العالمية للتباينات الإثنية عبر الحدودية

Abstract

فرضت الضرورة المنهجیة عقب جملة التطورات التي شهدها حقل الدراسات الأمنیة، على جمیع الأصعدة و المستویات حتمیة تبني مقاربات نظریة جدیدة، تسعى في مضمونها لتجاوز الإجراءات الكلاسیكیة نحو الأطر البنائیة التي یتم فیها بالدرجة الأولى إضفاء الأبعاد الإنسانیة التي كانت محل تهمیش محلي، إقلیمي و دولي، و التي تتكفل به مؤسسات و هیئات حكومیة، و غیر حكومیة بمشاركة فواعل رسمیة، و غیر رسمیة في شكل نهج تعاقد علائقي – شبكي في إطار ما یعرف " بالحوكمة العالمیة "، هذه الأخیرة التي تم إسقاطها مباشرة على حقل النزاعات المجتمعیة لنصبح أمام ما یعرف ب " الحوكمة الأمنیة العالمیة للمجموعات الإثنیة ". إدراج المنظور الحوكماتي الأمني في مجال النزاعات المجتمعیة الإثنیة ذات الأبعاد الحدودیة، یرجع أساسا للشظي الأمني، و التشرذم المجتمعي الذي شهدته المناطق الساخنة للنزاعات، على غرار منطقة الساحل الإفریقي، منطقة القوقاز، منطقة البلقان، و أمریكا اللاتینیة محل الدراسة و التحلیل، كما یرجع إدراجها أیضا للعجز النسبي للدولة في مجابهة مثل هذه التهدیدات، كون أن التحدیات الراهنة تتطلب أكثر من مجرد التنسیق الدولاتي، و غیر الدولاتي في شكل قولبة منهجیة دقیقة. بناء العلاقات التفاعلیة التعاقدیة للفواعل الرسمیة (الدولة، المنظمات الدولیة و الشركات الحكومیة) و غیر الرسمیة (منظمات المجتمع المدني العالمي، الشركات الأمنیة و العسكریة الخاصة، المنظمات الدولیة غیر الحكومیة، المنظمات النسویة)، تم في شكل توافقي یعتمد أساسا على إقحام الأبعاد الإنسانیة في المجالات النزاعیة، حیث تم نفي فرضیات الإنزلاق الإثني، نحو الطروحات التوازنیة التي تجمع في طیاتها بین منظوري الأمن القومي و حقوق الإنسان خاصة عقب صدور تشریعات 11 سبتمبر 2001. فاعلیة الأطر التفاعلیة تعتمد على مدى قابلیة الدولة في حد ذاتها لمنح هامش وظیفي یتم في إطاره تدخل منظمات المجتمع المدني، وٕ استراتیجیات القطاع الخاص، شریطة كفاءة المنظمات غیر الحكومیة في حد ذاتها نظرا لأنَ القطاع الأمني في حد ذاته مسؤولیة دولاتیة. مما لا شك فیه أن بناء الشبكات التعاقدیة، تعرض للعدید من التحدیات و العراقیل على مستوى الشبكة من جهة، و على مستوى كل فرع متخصص من جهة ثانیة، هذا ما قاد لحتمیة البحث عن مخارج یمكن جدا من خلالها إعادة بلورة و صیاغة المفاهیم، و معالجة أوجه القصور و النقص، و كذا صیاغة إستبصارات علمیة دقیقة قائمة على حقائق مثبتة تجریبیا، دون الإستناد لتحلیلات نسبیة تبقى رهینة الخصوصیة المجتمعیة لكل منطقة من المناطق المحددة للدراسة، حیث یبدو جلیا أن المخرج الفعلي لمثل هذه التحدیات، یكون بالعودة خطوة إلى الوراء من خلال إدراج المنظور الإسلامي، كونه أول منظور تناول فكرة الإختلاف و التنوع كفطرة إنسانیة یتم التعامل معها بإیجابیة.
