دور الخدمة الإجتماعية في إدارة و تنظيم مؤسسات رعاية المعوقين

Abstract

La présente étude cherche à essayer de se pencher sur le rôle des services sociaux dans la gestion et l’organisation des établissements de soins pour les personnes handicapées, où les méthodes scientifiques de la pratique du travail social pour gérer ces institutions comme une conséquence inévitable du grand développement de concepts pour la bonne attention à cette classe, en plus de leur croyance en la dimension humaine à la lumière de prestation de soins par le biais de la pratique de la philosophie et les objectifs et méthodes sociales travaillent dans le domaine du handicap, et ainsi que le rôle important joué par le ministère des services sociaux des programmes pour les personnes handicapées selon des méthodes scientifiques et les paramètres assurer les besoins des personnes sur le terrain. En conséquence, le processus administratif du service social dans les entreprises privées basées sur les compétences et les fonctions administratives pour atteindre un rendement efficace par la foi, les objectifs et les méthodes de travail social dans le soin des personnes handicapées a en juger par le regard dans ce rôle pour tenter de découvrir les méthodes, les fonctions et les processus administratifs mis en place pour gérer et organiser des programmes pour les institutions de protection handicapé du point de vue du travail social. Et pour atteindre les objectifs de l’étude, la chercheuse utilise la collection de données et les informations descriptive et essayer de les interpréter avec des outils pour la recherche scientifique, y compris: l’observation simple, l’entretien et questionnaire et exhaustif de tout vocabulaire étude variait (125) des administrateurs et des spécialistes répartis dans cinq centres de prise en charge des personnes handicapées par type d’incapacité chez les sourde institution muette et aveugle, et deux établissements pour déficients mentaux et la direction de l’activité sociale de M’Sila. Et ont donné des résultats qui étaient, selon les hypothèses de l’étude sur : - Obligation de propriétés de champ établissements bien-être des handicapés, des fondations et des objectifs privés au sein de la philosophie et le contenu de la pratique professionnelle des institutions de services sociaux pour le handicapés champ d’étude. - Efforts de gestion de service social qui fonctionne selon la démarche scientifique d’utiliser les ressources et le potentiel pour réaliser des activités spécifiques et des programmes dans le domaine de l’étude des handicapés institutions de protection sociale. - Exercer des méthodes et des postes de direction dans les établissements pour personnes handicapées en fournissant un ensemble de processus de gestion liés entre eux pour atteindre les objectifs de ces institutions. - Obstacles humaines et matérielles et expérimentée activité sociale législatif et financier direction et organisations larme désactivé. Ce qui prouve la prémisse content que les services sociaux et contribué de manière significative dans la gestion et l’organisation des établissements de soins pour les handicapés champ d’étude, selon les méthodes et les fonctionnalités et les processus administratifs spéciaux par le biais de divers programmes et mis en oeuvre pour répondre aux besoins des personnes ayant des difficultés physiques et financières d’une déficience et des visages législatives et humaines. The current study seeks to try to look at the role of social services in the management and organization of care institutions for the disabled, social service are from established practice and scientific methods to manage these institutions as an inevitable consequence of the great development of concepts for the right attention to this class, besides a belief in the human dimension in the light of providing care through the practice of philosophy and the goals and methods of social work in the field of disability, and as well as the important role played by the Department of social services programs for the disabled in accordance with scientific methods and parameters to ensure the needs of those on the ground. Accordingly, the administrative process of social service in private enterprises based on skills and administrative functions to achieve effective performance through faith the objectives and methods of social work in the care of the disabled from search in that role to try to uncover the methods and functions , and administrative processes in place to manage and organize programmes for disabled welfare institutions from the perspective of social service. And to achieve the objectives of the study the researcher used descriptive data and information collection and try to interpret them with tools for scientific research: simple observation and interview survey and a comprehensive survey of all study vocabulary. Ranged (125) of specialists and administrators spread across five centres for the care of disabled persons by type of disability among deaf dumb and blind institution, foundation and institutions for the mentally retarded and the Directorate of social activity in M'sila. And yielded results that were, according to the study hypotheses : - Obligation of disabled welfare institutions field properties and foundations and private objectives within the philosophy and content of the professional practice of social service institutions for the disabled field of study. - Social service management efforts that operates according to the scientific approach to utilize the resources and potential to achieve specific activities and programmes in the field of study of disabled welfare institutions. - Exercise methods and management positions in institutions for disabled persons by providing a set of interrelated management processes to achieve the objectives of these institutions. - Human and material obstacles and experienced legislative and financial Directorate social activity and tear disabled organizations. And this hypothese the content premise that social services and contributed significantly in managing and organizing care institutions for the disabled, according to field of study methods and functions and special administrative processes through various programmes and implemented to meet the needs of people with disabilities physical and financial difficulties and Legislative and human faces. تسعى الدراسة الحالية إلى محاولة البحث في دور الخدمة الاجتماعية في إدارة و تنظيم مؤسسات رعاية المعوقين، حيث تعتبر الخدمة الاجتماعية من الأساليب العلمية الممارسة و المتبعة لإدارة هذه المؤسسات باعتبارها نتيجة حتمية للتطور الكبير للمفاهيم التي تنادي بحق الاهتمام بهذه الفئة، إضافة إلى إيمانها بالبعد الإنساني في ضوء توفير الرعاية من خلال ممارسة فلسفة و أهداف و طرق الخدمة الاجتماعية في مجال الإعاقة، و كذا الأدوار الهامة التي تلعبها في إدارة برامج الخدمات الاجتماعية الخاصة بالمعوقين وفق محددات و أساليب علمية للتكفل باحتياجات هؤلاء ميدانيا. ووفقا لذلك فإ ن العملية الإدارية للخدمة الاجتماعية في المؤسسات الخاصة ترتكز على مهارات ووظائف إدارية تهدف إلى تحقيق فعالية الأداء من خلال الإيمان بأهداف و طرق الخدمة الاجتماعية في مجال رعاية المعاقين انطلاقا من البحث في هذا الدور لمحاولة الكشف عن الأساليب و الوظائف و العمليات الإدارية المتبعة لإدارة و تنظيم برامج مؤسسات رعاية المعوقين من منظور الخدمة الاجتماعية. و لتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي في جمع البيانات و المعلومات و محاولة تفسيرها بالاستعانة بأدوات للبحث العلمي منها: الملاحظة البسيطة و المقابلة والاستبيان و طريقة المسح الشامل لجميع مفردات مجتمع الدراسة تراوح عددهم (125) من مختصين و إداريين موزعين عبر خمسة مراكز لرعاية المعاقين حسب نوع الإعاقة بين مؤسسة الصم البكم و مؤسسة المكفوفين و مؤسستان للمتخلفين عقليا و مديرية النشاط الاجتماعي بولاية المسيلة. وأسفرت النتائج التي كانت وفقا لفرضيات الدراسة عن: - التزام مؤسسات رعاية المعاقين ميدانيا بخصائص و أسس و أهداف خاصة في إطار فلسفة و مضمون الممارسة المهنية للخدمة الاجتماعية في مؤسسات رعاية المعاقين ميدان الدراسة. - تمثل الإدارة في الخدمة الاجتماعية تلك الجهود التي تعمل وفق منهج علمي للاستفادة من الموارد و الإمكانيات المتاحة لتحقيق برامج و أنشطة محددة في مؤسسات رعاية المعوقين ميدان الدراسة. - تتم ممارسة أساليب ووظائف الإدارة في مؤسسات رعاية المعوقين من خلال تقديم مجموعة من العمليات الإدارية المترابطة لتحقيق أهداف هذه المؤسسات . - وجود عراقيل مادية و بشرية و مالية و تشريعية تعاني منها مديرية النشاط الاجتماعي و مؤسسات المعاقين بالمسيلة . و هذا يثبت مضمون الفرضية العامة التي تؤكد أن الخدمة الاجتماعية ساهمت و بشكل كبير في إدارة و تنظيم مؤسسات رعاية المعوقين ميدان الدراسة، وفقا لأساليب ووظائف و عمليات إدارية خاصة من خلال وضع برامج مختلفة و تنفيذها لمقابلة احتياجات المعاقين رغم الصعوبات المادية و المالية و البشرية و التشريعية التي تواجهها.
