Cependant, la fragilité des institutions ne permet pas des alternatives pour un changement stable et durable. Maintes modèles s’offrent, mais se heurtent à la variabilité spatiotemporelle. Donc, en prenant en considération les particularités de la société, le constituant doit s’intervenir pour élaborer une constitution réaliste et juste. Illegitimate systems are doomed to fall, so democratic transition becomes inevitable. However, the fragility of institutions does not allow alternatives for stable change. Many models are available, but without efficacy.
