 بوجلاب, صالح فضيل, فارس2023-06-072023-06-072021-06-30كلية الحقوق والعلوم السياسية2352-975Xhttps://dspace.univ-batna.dz/handle/123456789/5993مقال منشور في المجلد 08- العدد 03 (العدد التسلسلي 23) جوان 2021- مجلة الباحث للدراسات الأكاديمية – جامعة باتنة 1تهدف هذه الدراسة إلى البحث في الأسس النظرية والتطبيقية للميزانية التشاركية وعوامل نجاحها، بوصفها آلية جديدة لتدبير الشأن المحلي في الجزائر، والتي من شأنها تصحيح وضعية سوء إدارة الموارد المالية للجماعات المحلية وفق منهجية التسيير بالأهداف كبداية لإصلاح المالية المحلية . وتبعا لذلك عزز الدستور الجزائري بعد تعديله سنة 2016، وكذا النصوص القانونية للجماعات المحلية مبدأ الميزانية التشاركية، إلا أن غياب قواعد الممارسة ومتطلبات التجسيد ومعايير التقييم أبقاها حبيسة النصوص، ومع تفاقم الوضع الحالي على المستويين المالي والتنموي وظهور بوادر إنسداد قنوات الإتصال بين السلطة والمجتمع، أصبح تجسيد الميزانية التشاركية أكثر من ضرورة، لبعث العمل التشاركي والرفع من نجاعة الخدمة العمومية فضلا عن تعزيز الثقة بين المواطن والمنتخب تجسيدا للحكامة الرشيدة The study aims at examining the theoretical and practical bases of the participatory budget and its success factors.As a new mechanism for local affairs in Algeria, it will correct the poor management concerning the financial resources of local communities.According to the methodology of managing the objectives it is a start to the reform of local finances. Accordingly, the Algerian constitution as amended in 2016, as well as the legal provisions of the local communities, reinforced the principle of a participatory budget. However, the absence of the rules of practice, the requirements of embodiment and the criteria of evaluation has been kept locked in the texts, with the current situation on the financial and development levels worsening and the signs of a blockage in the channels of communication between the Authority and society emerging ;The embodiment of the participatory budget has become more than necessary, in order to promote participatory action and increase the effectiveness of the public service as well as the strengthening of trust between the citizen and the elected as an embodiment of good governance.otherالجماعات المحليةالميزانية التشاركيةالمالية المحليةالحكامة المحلية الرشيدةArticle
