تحولات مفهوم المواطنة في إطار حماية الحقوق وتوسيع الالتزامات

Abstract

يستعرض المقال أبرز العوامل التي أثرت على تحولات مفهوم المواطنة على الصعيد المعرفي والعملي، في ظل الرغبة في بناء عقد اجتماعي جديد يتجاوز طروحات العقد التقليدي ويساعد على حماية الحقوق وتوسيع الالتزامات، بالتعرض الى مختلف الجوانب الأمنية والإنسانية وإشباع الحاجات والمشاركة السياسية المؤسساتية، ودور الاتجاهات العملية للممارسة المواطناتية في تعزيز جهود حماية حقوق المواطنة انطلاقا من اعتبارات مختلفة. This article reviews the most important factors that affected the transformations of the citizenship concept on the cognitive and pratical level, under the desire to build a new social contract that exceeds the proposals of the traditional contract and helps to protect rights and expand obligations, by presenting the various aspects of security, humanity, satisfaction of needs, institutional political participation, and then highlight the trends of citizen practice.
