دور الرقمنة في تحقيق التنمية المحلية في الجزائر "اقتراح نموذج المنصة الرقمية لتسيير ومتابعة برامج التنمية المحلية"

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على دور الرقمنة في دعم وتعزيز التنمية المحلية في الجزائر، من خلال تقديم نموذج مقترح لمنصة رقمية مخصصة لتسيير ومتابعة برامج التنمية المحلية، حيث تناول البحث الإطارين المفاهيمي والتطبيقي لكل من الرقمنة والتنمية المحلية، مع تقديم عرض مفصل لآليات إعداد وتنفيذ البرامج التنموية المحلية، لا سيما المخطط البلدي للتنمية والمخططات القطاعية غير الممركزة. خلصت الدراسة الى أن التحول الرقمي لا يقتصر على رقمنة الإجراءات الإدارية فحسب، بل يعد مدخلا استراتيجيا لتطوير الأداء الحكومي. واختتمت بعرض نموذج عملي للمنصة، مع تحديد أهم المتطلبات التشريعية والتنظيمية والفنية والبشرية الضرورية لإنجاح المشروع. This study aims to highlight the role of digitization in supporting and enhancing local development in Algeria, by presenting a proposed model for a digital platform dedicated to managing and monitoring local development programs. The study addressed the conceptual and practical frameworks of both digitization and local development, providing a detailed overview of the mechanisms for preparing and implementing local development programs, particularly the municipal development plan and decentralized sectoral plans. The study demonstrated that digital transformation is not limited to digitizing administrative procedures alone, but rather represents a strategic approach to improving government performance. The study concluded by presenting a practical model of the platform, identifying the most important legislative, regulatory, technical, and human resources requirements necessary for the project's success.
