Abstract

تهدف هذه الدراسة إلى محاولة تسليط الضوء على آليات التحول من النمط التقليدي للتنمية إلى التنمية المستدامة، عن طريق نموذج التنمية الحضرية المرتكز على تحسين سبل تسيير التجمعات الحضرية، وذلك بتطبيق الحوكمة المحلية التي تقدم طرحا جديداً نحو تحقيق مجتمعات أكثر تطورا وأكثر تنظيما وفقا لمبدأ العيش المستدام، الذي يفرض بيئة خضراء نظيفة، تعتمد على الطاقات المتجددة، التدوير للنفايات، تستعمل وسائل نقل مستدامة وتحرص على الأمن المجتمعي. ويعتمد هذا الطرح الجديد على المشاركة المجتمعية في رسم السياسات العامة المحلية إعتماد اً على معايير مثل: التمكين، الشفافية والمساءلة، حكم القانون ، العدالة الاجتماعية، الرؤية الاستراتيجية، وادراج القطاع الخاص في التنمية جنبا إلى جنب مع الحكومة المحلية دون إغفال دور المجتمع المدني كشريك يساهم في التوعية، واقتراح الحلول للمشاكل وهذا تم تناوله من خلال مجموعة من النماذج الرائدة في الحوكمة والاستدامة. The aim of this study is to shed light on the mechanisms of transformation from traditional to sustainable development through a model of urban development based on improving urban governance through the application of local governance, which offers new approaches to achieving more developed and organized societies in accordance with the principle of sustainable living , Which imposes a clean green environment, relies on renewable energies, recycling wastes, uses sustainable transportation and ensures community security. This new proposal is based on community participation in local policy-making based on criteria such as empowerment, transparency and accountability, rule of law, social justice, strategic vision, and inclusion of the private sector in development alongside the local government. With the participation of civil society in Awareness, and problem solving. This has been addressed through a series of leading models of governance and sustainability.
