ترشيـد النفقات العامـة كآليـة لعلاج عجـز الميزانيـة العامـة للـدولة

Abstract

يعتبر ترشيد النفقات العامة موضوع ذو أهمية بالغة؛ كونه يعالج مشكلة عجز الميزانية العامة، التي تعد من المسائل الجوهرية المثيرة لاهتمام الباحثين، فقد أصبحت الدول تنظر إلى العجز كمشكلة حقيقية تتطلب تخطيطا دقيقا، في ظل تقلص الموارد وتزايد النفقات العامة، ولأن ترشيد النفقات العامة غالبـا مـا يكـون مرتبطا بالسياسـة الإنفاقية للدولة، فقد تناولنا بدايـةً فـي هـذا المقال قدرتها على إيجاد منهج متكامل لسد هذا العجز أو حتى للتخفيف منه، ثـم بعـد ذلـك تطـرقنا إلى سياسـة الدولة في ترشيد النفقات العامة، وبعـده تنـاولنا طـرق الترشيد من خلال تخفيض الإنفاق والـذي غالبا ما تلجـأ إليه الـدول مـن أجـل سد عجـز ميزانياتها، باعتبار أن السـبب الرئيسيي للعجـز يكمـن فـي زيـادة تـدخلها فـي الحياة الاقتصادية.Rationalization of public expenditures is a very important issue, because it treats the problem of the budget deficit; a fundamental issue that is of interest to researchers. The deficit is perceived by countries as a real problem that requires careful planning in the light of the shrinking resources and increasing public expenditures, and because the rationalization of public expenditures is mainly related to the state's expending policy. We began this article by the state's ability to find an integrated approach to fill this deficit or even to mitigate it. Next, we dealt withe the state's policy to rationalize public expenditures, and then we tackled the methods of rationalization through the reduction of expenditure which is often resorted to by countries in order to fill the budget deficit as the main cause of the deficit lies in its involvement in economic life.
