مقاربة سوسيو-تنظيمية لفعالية المنظمات الثقافية

Abstract

تعتبر السياسة الثقافية القالب الذي تنصهر فيه الجهود التنظيمية لتجسيد المشروع الثقافي للدولة معتمدة في ذلك على المنظمات الثقافية كالمسارح، المتاحف والسينما...الخ، التي خصصت لها الدولة إمكانيات معتبرة، غير أن فعالية هذه التنظيمات باتت محل تساؤلات مقارنة بإمكانياتها خاصة مع أبعادها الجمالية والفنية العَصِيَّة على القياس الكمي، لكن تطور مفهوم الفعالية من تحقيق الأهداف إلى جودة العلاقات التنظيمية، إدارة المعلومات...الخ، سمح باكتشاف مؤشرات كيفية تسمح بقياس فعالية هذه التنظيمات، إلا أن الحديث عن فعاليتها يظل ناقصا دون فهم معوقاتها، فكيف تؤثر المعوقات السوسيو-تنظيمية على فعالية المنظمات الثقافية؟ . Cultural policy is considered as a template that fused the organizational to embody the cultural project of the state accredited to cultural organizations such as theaters museums and cinema…etc, that allocated considerable possibilities by the state. however the activities of these organizations are being questioned on comparison to their possibilities although their aesthetic and technical dimensions are difficult to quantify the evolution of the concept effectiveness from achieving goals to the quality of organizational relations…etc, allowed the discovery of indicators of how to measure the effectiveness of cultural organizations. But the talk about their effectiveness remains incomplete without understanding constraints, so how do socio-organizational constraints affect the cultural organizations ?
