الإصـلاح الإداري في الجزائـر ومتطلبات الحوكمـة

Abstract

تحاول هذه الدراسة قياس مدى تجسيد مختلف مشاريع الإصلاح الإداري التي عرفتها الجزائر لمبادئ الحوكمة، اعتمادا على المنهج الوصفي التحليلي من أجل تحديد كل من مفهومي الحوكمة والإصلاح الإداري ونشأتهما ومتطلباتهما، بالإضافة إلى الاعتماد على منهج دراسة الحالة لمعرفة ملامح تجربة الإصلاح الإداري في الجزائر وواقعه الحالي من خلال رصد دوافعه وآلياته ونتائجه. وقد خلصت هذه الدراسة إلى أن أغلب مشاريع الإصلاح الإداري في الجزائر لم تنجح في رفع مستويات الحوكمة نظرا لعدّة عراقيل أبرزها غياب الإرادة السياسية الحقيقية وعوامل أخرى كمقاومة التغيير وضعف الإطار المؤسسي والقانوني لسياسة الإصلاح الإداري في الجزائر. This study attempts to measure the extent to which the various administrative reform projects known to Algeria embody the principles of governance, and based on the descriptive approach in order to define each of the concepts of governance and administrative reform, their origins and their requirements, in addition to our reliance on the case study approach to know the features of the experience of administrative reform in Algeria and its current reality through Monitor its motives, mechanisms and results. This study concluded that most of the administrative reform projects in Algeria did not succeed in raising the levels of governance due to several obstacles, most notably the absence of real political will and other factors such as resistance to change and the weakness of the institutional and legal framework for the policy of administrative reform in Algeria.
