Abstract
This paper addresses the role of digitization in strengthening the
governance of public transport services as one of the prominent axes in
the reform of public utilities and the improvement of service quality in
contemporary cities, especially in developing countries such as
Algeria, which faces increasing pressures resulting from urban growth
and the expanding demand for mobility. The paper starts from the
premise that governance in public transport is an administrative system
based on transparency, accountability, and participation, then discusses
how the rapid development of digital technologies, such as
fleet-tracking systems, open data, and mobility-service platforms, has
changed the way networks are planned, managed, and monitored, and
what opportunities this offers to reduce the imbalances of traditional
regulation associated with corruption, weak information, and the
dispersion of actors.
