التحفيز على الإبلاغ كآلية للكشف عن جرائم الفساد

Abstract

يعتبر الإبلاغ من أهم المواضيع التي تطرح للنقاش في مجال مكافحة جرائم الفساد. فهو من الوسائل الرئيسية لهذه المكافحة، وآلية هامّة للكشف عن مقترفي هذه الجرائم وملاحقتهم. غير أنّ عملية الإبلاغ كثيرا ما تصطدم بحواجز تحول دون إتمامها، من بينها: التخوف من الإنتقام؛ التخوف من أن يتحول المبلّغ إلى متهم؛ التخوف من أن يتابع المبلِّغ بجريمة الوشاية الكاذبة؛ التخوف من فقدان المنصب الوظيفي... الخ. وتؤدي هذه المخاطر التي تواجه عملية الإبلاغ إلى إحجام الأفراد عن القيام بإبلاغ الهيئات والسلطات المعنية ببعض الأفعال، ممّا يؤثر سلبًا على المتابعات، وبالتالي إفلات المجرمين من العقاب Reportingis one of the most important topics to be discussed in the fight against corruption crimes. It is one of the key means of this fight and an important mechanism for detecting and prosecuting the perpetrators of these crimes. However, the reporting process often encounters barriers that prevent it from being completed, including fear of retaliation, fear of the reporter becoming a defendant, fear that the reporter will be followed up by the crime of false fraud, fear of losing job position…ect. These risks to the reporting process lead to the reluctance of individuals to report certain acts to the concerned authorities; thus, the impunity of criminals
