القانون العضوي 18- 15 المتضمن قانون المالية: من أجل اقتصاد سيادي متجسد على أرض الواقع

Abstract

تواجه الجزائر اليوم تحديات ترتبط ارتباطا وثيقا بقطاع الاقتصاد المتأثر بالعديد من العوامل أبرزها أزمات صحية، تغيرات مناخية وتحولات جيوسياسية ألقت بضلالها على العديد من الدول والتي عملت جاهدة على إيجاد الحلول والبدائل لحماية اقتصادها. فقد برزت بوضوح جهود الدولة الجزائرية الرامية للدفع بالاقتصاد الوطني لكسب الرهانات المستقبلية من خلال القانون العضوي 18-15 المتضمن قانون المالية وما حمله من مستجدات للخروج من التسيير الكلاسيكي إلى التسيير الشفاف، حيث يكرس هذا القانون بداية من 2023 كيف تستعمل الأموال العمومية وكيف ينفقها بطريقة مبسطة من حيث المفهوم والمحتوى وبكل شفافية.

Algeria today faces challenges closely related to the economic sector, which is affected by many factors, most notably health crises, climate changes and geopolitical shifts that have misled many countries and have worked hard to find solutions and alternatives to protect their economies. The efforts of the Algerian state to push the national economy to win future bets have been clearly highlighted through Organic Law 18-15 containing the Finance Law and the developments it brought to a way out of classical management to transparent management, where this law enshrines from 2023 how public funds are used and how to spend them in a simplified way in terms of concept and content and in all transparency.
