Abstract

الهندرة الإدارية ترمز لإعادة هندسة تنظيم الإدارة وعمليات الجهاز الإداري، فيتم بناؤها بشكل جديد كليا، بما يتواكب ومتطلبات العصر، مع الاستثمار في التكنولوجيا، كبعد مستدام للتنمية الإدارية. وتعد من مرتكزات تنمية المرفق العام، ومانجمنت تسييره، بالمزاوجة بين متطلبات العولمة وأبعاد عالمية الخدمة. منطلقين في هذا المقال من إشكالية مدى تعامل الإدارة التقليدية مع مستجدات فكرة المنفعة العامة، التي تعد ميزان الموازنة بين المصلحتين المتضاربتين منذ القدم، ناهيك عن الاطلالات الإدارية في هذا المجال، والمستمدة من مبادئ التنمية الإدارية المستدامة، ضمن مختلف أبعادها. The Administrative engineering generally symbolizes the engineering of the management organization and the operations of the administrative device, it is therefore built in a completely new way, in line with the requirements of the time, and with an investment in technology, as a sustainable dimension of development administration. It is one of the pillars of the development of the public service, of its management, by combining the requirements of globalization with the dimensions of the global service. We begin in this article with the problem of the extent to which the traditional administration deals with the developments of the idea of public utility, which is the balance between the two opposing interests since Antiquity, without forgetting the administrative views inthis area, derived from the principles of sustainable administrative development, in its various dimensions.
