العلاقات الجزائرية الروسية: المحددات، الابعاد والتطورات الراهنة

Abstract

ملخص: تسعى هذه الدراسة إلى رصد وتحليل العلاقات الجزائرية الروسية من خلال المحددات والأبعاد والتطورات الراهنة خاصة المتغيرات الإقليمية والدولية التي كان لها تأثير على الشراكة الاستراتيجية القائمة بين البلدين منذ مطلع القرن 21. فالتطورات الدولية الراهنة أبرزت مدى أهمية تعاون الجزائر مع روسيا، من منطلق أن هذه الأخيرة طرف دولي فاعل ومؤثر في القضايا الإقليمية والسياسات الدولية. بالمقابل بالنسبة إلى روسيا التي تعتبر الجزائر فاعل إقليمي مؤثر. وضع دفع بتحول العلاقات الجزائرية الروسية إلى نقطة ارتكاز لتحقيق شبكة من المصالح المتداخلة من حيث الأبعاد والمستويات ما من شأنه تعميق الشراكة الاستراتيجي وتكيفها مع التحولات الإقليمية والدولية. اعتمد ت في هده الدراسة منهجية ارتكزت أساسا على استخدام المنهج الوصفي، المنهج التحليلي إضافة إلى مقاربات نظرية كالنظرية الواقعية التي تركز على متغيري القوة والمصلحة في دراسة العلاقات الدولية. يتماشى استخدام هذه المقاربة مع طبيعة موضوع الدراسة وهدف الوصول إلى نتائج علمية وموضوعية. Abstract: The aim of the study is to analyse the Algerian- Russian relations through the determinants, dimensions and the current developments especially the regional and international variables that affected the Algerian-Russian strategic partnership right from the beginning of the 21 century. The recent international developments showed how important the cooperation between Algeria and Russia, the latter which has increasingly been an influencing great power in the regional issues and the international politics. In exchange, Russia views Algeria as an influencing regional factor. A situation led the Algerian- Russia relations to become a focal point for obtaining interactive interests at the level of dimensions that will reinforce the strategic partnership as well as adopting it with the regional and international shifts. The analysis of this study has been based on using the descriptive and analytical methods, in addition to various theories in international relations especially the realistic theory, which concentrates on the variable of power and interest in the study of the international relations. This approach aligns with the nature of the study and the goal to reach scientific and objective results.
