البيئة وحقوق الإنسان: نحو ضرورة تدخل مقتربات أخرى لضمان حماية البيئة وتكريس حقوق الانسان

Abstract

لقد تجسّدت العلاقة بين البيئة وحقوق الإنسان في الثراء المتبادل بينهما، حيث أن البيئة من جهة وسّعت من حقوق الانسان وأضافت لها حقوق أخرى أساسية جديدة. ومن جهة أخرى، فإنّ حقوق الانسان أصبغت على البيئة خصائصها ومصطلحاتها، إلا أنّ ما نلاحظه من مظاهر الفقر والتهميش، ومن تواصل انتهاك حقوق الإنسان والاعتداء على البيئة يؤكد ضرورة تدخل مقتربات أخرى لتمكين الإنسان من حقوقه وتحقيق كرامته، كمقترب التنمية المستدامة، الديمقراطية التشاركية، الأمن الانساني والحوكمة.Despite the fact that the relationship between environment and human rights embodied in the mutual enrichment between them, where the environment on the one hand expanded human rights have added other fundamental rights, on the other hand, Human Rights placed on the environment and its characteristics, terminology, but what we observe as the manifestations of poverty and marginalization and continue to the violation of human rights and the assault on the environment confirms the necessity of the intervention of other approaches to enable the rights of the rights and dignity such as approach to sustainable development, participatory democracy, human security and governance.
