Abstract

يعد مبدأ تسليم المجرمين أحد الصور المهمة للتعاون الدولي في محاربة الجريمة الدولية وحماية حقوق الإنسان وتحقيق السلم والأمن الدوليين، وهو أحد الأسس الفعالة في إثراء قواعد القانون الدولي الجنائي، وتحقيق العدالة الجنائية الدولية من خلال تقديم المجرمين إلى المحاكمة على أفعالهم التي تعد من قبيل الجرائم الدولية، ويتابع كل من يساهم في ارتكاب الجريمة ولا يعتد في ذلك بالمنصب أو السلطة كسبب للإفلات من العقاب، كما تساهم في تكريس مبدأ المسؤولية الجنائية الفردية وهو أحد أهم القواعد الدولية الجنائية.The principle of extradition is one of the important forms of international cooperation in the fightagainst international crime, the protection of humanrights and the achievement of international peace and security; it’s one of the most effective bases for enriching the rules of international criminallaw and achieving international criminal justice by bringingperpetrators to trial for theiractswhichconstitute international crimes, also all thosewhocontribute to the perpetration of the crime and do without count to the position or authority as a cause of impunity, italsocontributes to the establishment of the principle of individualcriminalliability as one of the most important international criminalnorms.
