دور المفوضية السامية لحقوق الإنسان في حماية الأقليات

Abstract

إن الهدف من هذه الدراسة يتمثل في الدور الذي تلعبه منظمة الأمم المتحدة ممثلة في المفوضية السامية لحقوق الإنسان التي تعتبر كآلية للحماية والذي كان لها الدور الفعال في حماية الفئات المستضعفة ومن بينها الأقليات التي تواجه أعمال التمييز العنصري والتعذيب وكل ضروب المعاملة القاسية واللانسانية، وجرائم إبادة جماعية وجرائم ضد الإنسانية، حيث إستحدثت المفوضية آليات ومكاتب إقليمية وقطرية لحماية هذه الفئة، حيث تبين أن المفوضية كان لها الدور البارز في التقليل من الإنتهاكات الجسيمة للأقليات، إضافة إلي خلق برامج تكوينية وهو مايعرف ببرامج الزمالات لمعرفة حقوقهم والآليات التي تكفل حمايتهم. The aim of this study is the role played by the United Nations, represented by the Office of the High Commissioner for Human Rights, which is a protection mechanism and has been instrumental in protecting vulnerable groups, including minorities facing acts of racial discrimination, torture and all forms of treatment. The Commission has developed regional and country mechanisms and offices to protect this group, as it has been shown that UNHCR has played a prominent role in reducing serious violations of minorities, in addition to creating training programmes, which are known as programmes.
