مساهمة السياسة المالية التوسعية في عجز الموازنة العامة بالجزائر وطرق تمويل العجز 2010-2022

Abstract

تهدف هذه الورقة البحثية إلى تسليط الضوء على أدوات السياسة المالية التوسعية في الجزائر و مدى تأثيرها على عجز الموازنة العامة للدولة و كذا أهم الآليات المعتمدة من قبل الحكومة الجزائرية في تمويل وعلاج عجز الموازنة العامة خلال فترة الدراسة الممتدة من 2010 إلى 2022، من خلال التطرق إلى الإيرادات العامة ، النفقات العامة و كذا الموازنة العامة للدولة وذلك من وجهة نظر المشرع الجزائري، مع التركيز على أهم الإجراءات المتخذة من طرف السلطات العمومية لتغطية عجز موازنتها العامة في ظل تقلبات أسعار النفط. وقد خلصت هذه الدراسة إلى أن النمو المفرط للنفقات العامة وانحصار مصادر تمويلها، و كذا تراجع الجباية النفطية تعد الأسباب الرئيسية لتفاقم العجز الموازني في السنوات الأخيرة. وقد توصلنا إلى أن الخزينة العمومية في الجزائر لجأت بالدرجة الأولى لتغطية عجز موازنتها للاقتطاع من صندوق ضبط الإيرادات، كما لجأت للتمويل غير التقليدي عن طريق الإصدار النقدي غير المغطى لسد العجز، ما ترتب عنه مشكلة تضخم حادة في ظل قصور الطاقة الإنتاجية للاقتصاد الوطني.

This research paper aims to shed light on the expansionary fiscal policy tools in Algeria and the extent of their impact on the state’s general budget deficit, by addressing public revenues, public expenditures, as well as the state’s general budget, from the point of view of the Algerian legislator, with a focus on The most important measures taken by public authorities to cover their general budget deficit in light of oil price fluctuations. This study concluded that the excessive growth of public expenditures, the limited sources of funding, and the decline in oil collections are the main reasons for the worsening budget deficit in recent years. We have concluded that the public treasury in Algeria resorted primarily to covering its budget deficit by deducting from the balance of the Revenue Control Fund. It also resorted to non-traditional financing through the issuance of uncovered cash to cover the deficit, which resulted in a severe inflation problem in light of the limited productive capacity of the national economy
