Item The Energy Transition in Field of Land Transport and its Role in Rationalizing Energy Consumption : the Chinese Experience as a Model(Université Batna 1, 2025-12-24) Akkari Zakaria; Slimani NaimaThis presentation aims to highlight the pivotal role of the energy transition in road transport systems by clarifying its concepts and its environmental, economic, social, and technological dimensions, analyzing the development of alternative energy sources such as electricity, hydrogen, and biofuels, and examining key innovations in vehicles and supporting infrastructure, while drawing on selected leading international experiences in sustainable transport. It also seeks to show how public policies and regulations, supported by scientific research and innovation, can serve as a fundamental lever for restructuring the road transport system in a way that ensures energy efficiency, reduces emissions, and improves quality of life in cities. The presentation reaches a set of findings, most notably that the energy transition can significantly improve energy consumption efficiency and reduce dependence on fossil fuels, with associated gains in energy security and a lower import bill, in addition to substantial reductions in emissions and local pollutants and improvements in public health and the urban environment. It further shows that the success of this trajectory requires integrated strategies that combine transport electrification, the expansion of renewable and hydrogen fuels, the promotion of mass and shared transport, and the adoption of appropriate financial and regulatory incentives, while ensuring a just transition and the participation of all stakeholders, ultimately leading to an intelligent, sustainable, and low carbon road transport system.Item Uses of Artificial Intelligence in Driverless Cars(University of Batna 1, 2025-12-24) Akkari Zakaria; Slimani NaimaThis presentation aims to highlight the central role of artificial intelligence in the development of self driving cars and autonomous transport in general, by explaining how sensory perception systems, decision making algorithms, and speed, steering, and braking control units integrate to form a safe and efficient driving system. It also seeks to analyze the economic and security dimensions of these technologies, showing the opportunities, they offer to reduce accidents, lower transport costs, and improve energy consumption efficiency, in return for the legal and ethical challenges they pose regarding liability for accidents, protection of privacy, and societal trust. The main findings indicate that smart technologies, if well designed and properly framed from a regulatory perspective, can help reduce human error and significantly enhance the efficiency of transport systems, while achieving substantial economic and environmental gains. In contrast, it appears that the widespread adoption of autonomous transport requires continuous research and technological investment, a comprehensive update of legal frameworks, and the adoption of accompanying policies to limit negative impacts on the labor market and to ensure fairness and transparency in the use of intelligent systems in public spaces.Item The German Experience in Railway and Comprehensive Sustainable(University of Batna 1, 2025-12-24) Akkari Zakaria; Slimani NaimaThe main objective of developing the German railway network is to make the train the backbone of an environmentally and economically sustainable transport system by modernizing infrastructure, expanding network electrification, deploying electric and hydrogen trains, and linking these efforts to national strategies for reducing emissions and improving energy efficiency. The policies also aim to strengthen integration between railways and other transport modes, reinforce connections between urban and rural areas, and provide long term public financing that consolidates the train as a competitive alternative to high emission road transport. The outcomes include a significant reduction in greenhouse gas emissions and dependence on fossil fuels, as well as improved punctuality and network capacity through digitalization and advanced control systems. These developments have also helped to reduce road congestion and accidents and to improve urban air quality, while rail investments have created new jobs and enhanced economic competitiveness by lowering logistics costs and increasing the attractiveness of regions for investment, thereby making railways a key pillar in achieving Germany’s sustainable development objectives.Item Using Information and Communication Technology (ICT) to Manage Supply Chain and Improve(University of batna 1, 2025-12-24) Akkari ZakariaThis paper examines the role of information and communication technologies (ICT) in reshaping supply chain management amid the rapid digital transformation characterizing the modern business environment, where accurate data and information integration among actors have become essential conditions for improving operational efficiency and strengthening firms’ competitive advantage. It focuses on how digital systems and collaborative platforms can be leveraged to enhance the flow of goods and information, and to shift from traditional management approaches toward more flexible and intelligent models based on automation and advanced data analytics. The paper aims to highlight the concept and importance of ICT in the business environment and to clarify its main applications across the different stages of the supply chain, in addition to showing the impact of digital technologies on reducing logistics cycle time, lowering costs, and improving the accuracy of demand and production forecasting. L’école Algérienne prescrite dans la loi d’orientation n08-04 de l’éducation nationale sur la bonne formation culturelle des élèves mais dans quelle mesure cette formation est appliquée ?Item تقييم النظام المحاسبي المالي لشركات التأمين في ظل معيار التقارير المالية الدولي IFRS 17 .(université batna 1, 2023-11-15) عيساني, ربيع; محمدي, عبد العالي; صحراوي, فارستهدف هذه الورقة البحثية إلى تقييم مدى انسجام النظام المحاسبي المالي المتبع في شركات التأمين الشركة الوطنية للتأمين ً الجزائرية، وتحديدا (SAA) ، مع المتطلبات والمعايير الدولية للتقارير المالية، لا سيما معيار IFRS 17 الخاص بعقود التأمين. تأتي هذه الدراسة في سياق التطورات المتسارعة في مجال المحاسبة التأمينية على الصعيد العالمي، ويهدف إلى تسليط الضوء على الفجوات الموجودة بين الممارسات المحاسبية المحلية والمعايير الدولية . تم الاعتماد في هذه الدراسة على منهجية دراسة حالة، حيث تم تحليل النظام المحاسبي المالي للشركة الوطنية للتأمين بشكل معمق. وقد أظهرت نتائج الدراسة أن النظام المحاسبي الحالي للشركة، على الرغم من أنه يعترف ببعض عناصر القوائم المالية المحددة في المعيار الدولي، إلا أنه لا يتوافق بشكل كامل مع متطلبات IFRS 17 ولا يستجيب للتطورات المستمرة في مجال المعايير الدولية للتقارير الماليةThis research paper aims to assess the alignment of the financial accounting system employed by Algerian insurance companies, specifically the National Insurance Company (SAA), with International Financial Reporting Standards (IFRS), particularly IFRS 17 on insurance contracts. The study is conducted within the context of rapid developments in the global insurance accounting landscape and seeks to highlight the gaps between local accounting practices and international standards. A case study methodology was adopted for this research, involving an in-depth analysis of the SAA's financial accounting system. The results demonstrate that while the company's current accounting system recognizes some specific elements of the financial statements outlined in the international standard, it does not fully comply with the requirements of IFRS 17 and does not adequately respond to the ongoing developments in International Financial Reporting Standards.Item واقع مساهمة النقل في تحقيق التنمية المحلية المستدامة في الجزائر(Université de Batna 1, 2023-05-07) بن براح, سمير; بن مهدي, هاديةأصبح قطاع النقل يؤدي دورا بارزا على المستوى التنموي الاقتصادي والاجتماعي والعمراني لكل دولة يصعب التغاضي عنه، فالنمو والتطور اللذان يتحققان في هذا القطاع يمتد تأثيرهما ليشمل جميع القطاعات الأخرى، خاصة على المستوى المحلي، وبالتالي هناك ارتباط قوي بين النمو الحاصل في هذا القطاع وبين النمو الاقتصادي للدولة على العموم و القطاعات المحلية بشكل خاص، وينعكس هذا كله في المساهمة الكبيرة التي يقدمها هذا القطاع في نمو الناتج المحلي الإجمالي وفي زيادة العوائد المالية للدولة سواء كان ذلك بشكل مباشر أو غير مباشر. من أهم ما يبرز صور مساهمة قطاع النقل في التنمية الاقتصادية المحلية في يساعد بشكل فعال في ربط مناطق الإنتاج و التوزيع بمناطق الاستهلاك وفي تأمين تنقل الأفراد. كما أن لقطاع النقل أهمية بالغة في خلق فرص العمل لشريحة كبيرة من السكان سواء كان ذلك في مجال النقل ذاته أو في مجالات أخرى ترتبط به أو تتأثر بتطوره. أصبح التخطيط لبرامج النقل من العناصر الرئيسية التي ترتكز عليها البرامج التنموية للدولة و منها المحلية التي ترتكز عليها بشدة لنجاحها و تحقيق أهدافها. Le secteur des transports est devenu un acteur de premier plan dans le développement économique, social et urbain de chaque pays, qu’il est difficile d'ignorer. La croissance et le développement réalisés dans ce secteur étendent son impact à tous les autres secteurs, en particulier au niveau local, ainsi, il existe une forte corrélation entre la croissance qui s'opère dans ce secteur et la croissance économique de l'État en général et des secteurs locaux en particulier. L'un des aspects les plus importants de la contribution du secteur des transports au développement économique local est qu'il contribue efficacement à relier les zones de production et de distribution aux zones de consommation et à sécuriser les déplacements des individus, ainsi qu’il revêt une grande importance dans la création d'opportunités d'emplois pour une grande partie de la population, que ce soit dans le domaine des transports lui-même ou dans d'autres domaines qui lui sont liés ou touchés par son développement. La planification des programmes de transport est devenue l'un des principaux éléments sur lesquels les programmes de développement de l'État, y compris les programmes locaux, dépendent fortement pour leur succès et la réalisation de leurs objectifs.Item الواقع النظري للعقود الطويلة الأجل (الإنشاء) في النظام المحاسبي المالي من منظور المرجعية المحاسبية الدولية(Université de Batna 1, 2023-11-15) بن براح, سمير; بن مهدي, هاديةإن محاولة تشييد بنية تحتية بمثابة قاعدة متينة داخل أي دولة تقوم على أساس قطاع البناء، وفي هذا الإطار قامت الجزائر في الفترة الأخيرة بتدعيم هذا القطاع من خلال تشجيع مختلف سبل الاستثمار فيه، مع ضرورة التركيز هنا على جانب بالغ الأهمية المتمثل المعالجة المحاسبية والجبائية لهذا النوع من القطاعات. الجزائر، من خلال تبنيها للمرجعية المحاسبية الدولية عند صدور النظام المحاسبي المالي SCF سنة 2007 مع تطبيقه الفعلي سنة 2010، تعالج العمليات الخاصة بقطاع البناء، التي تصنف كعقود إنشاء أو أشغال، من خلال المعيار المحاسبي الدولي IAS رقم 11 "عقود الإنشاء" والمعيار المحاسبي الدولي IAS رقم 18 "الايراد" والمعايير المفسرة لها، مع استبدالها بمعيار التقرير المالي الدولي IFRS رقم 15 "الايراد من العقود مع العملاء" منذ سنة 2018. تهدف هذه الدراسة إلى تسليط الضوء على جانب مهم من جوانب العقود والصفقات المبرمة بين المؤسسات، وهي عقود الإنشاء وإظهار مدى توافق المعالجة المحاسبية لها وفق SCF مع ما تتضمنه المرجعية المحاسبية الدولية. The attempt to construct an infrastructure is a solid base within any country that is based on the construction sector, and in this context, Algeria has recently supported this sector by encouraging various means of investment in it, with the need to focus here on a very important aspect represented by the accounting and fiscal treatment of this type. from sectors. Algeria, through its adoption of the international accounting reference upon the issuance of the SCF financial accounting system in 2007 and its actual implementation in 2010, addresses operations related to the construction sector, which are classified as construction or works contracts, through the International Accounting Standard IAS No. 11 “Construction Contracts” and the International Accounting Standard. IAS No. 18 “Revenue” and the standards interpreting it, with its replacement by IFRS No. 15 “Revenue from Contracts with Customers” since 2018. This study aims to shed light on an important aspect of contracts and deals concluded between institutions, namely construction contracts, and to show the extent to which their accounting treatment according to the SCF is compatible with what is included in the international accounting referenceItem حوادث المرور في الجزائر خلال الفترة 2010 - 2022 اسبابها، اثارها، وسبل الوقاية منها(جامعة باتنة 1 الحاج لخضر, 2023-05-11) نوري, مونيرةملخص: تعاني الجزائر من حوادث المرور والعنف الطرقي حيث أصبحت هذه الظاهرة تهدد سلامة الفرد والمجتمع وذلك لما ينتج عنها من مآسي اجتماعية عميقة وما تخلفه من أثار اقتصادية جمة،حيث تشهد طرقاتنا سنويا وقوع عدد كبير من حوادث المرور التي تحصد الكثير من الأرواح وتخلف عشرات الآلاف من الجرحى، هذه الحصيلة الثقيلة تعبر عن ارتفاع مؤشرات اللأمن المروري في بلادنا . وفي هذا الإطار جاءت هذه المداخلة لتسلط الضوء على هذه الظاهرة من خلال تتبع مسارها خلال الفترة 2010 - 2022 والبحث في أسباب وقوعها وآثارها وسبل الوقاية منها، وخلصت الدراسة إلى أن العنصر البشري هو المسبب الرئيسي في تلك الحوادث بنسبة تصل إلى أكثر من 95% لذلك يقع على عاتقه المسؤولية الأكبر للحد من هذه الظاهرة الكلمات المفتاحية: حوادث المرور، السائق، المركبة، الطريق، الوقاية المرورية. Résumé: L'Algérie souffre d'accidents de la circulation et de la violence routière, car ce phénomène est devenu une menace pour la sécurité de l'individu et de la société, en raison des profondes tragédies sociales qui en résultent et des grands effets économiques qu'il laisse derrière lui, alors que nos routes assistent chaque année à la survenance d'un grand nombre d'accidents de la circulation qui font de nombreuses victimes et des dizaines de milliers de blessés. Ce lourd bilan reflète les indicateurs élevés de sécurité routière dans notre pays. Dans ce contexte, cette intervention est venue faire la lumière sur ce phénomène en retraçant son parcours durant la période 2010-2022 et en recherchant les causes et les effets de son apparition et les moyens de le prévenir. L'étude a conclu que l'élément humain est la principale cause de ces accidents, avec un taux de plus de 95%, il porte donc la plus grande responsabilité pour réduire ce phénomène.
