Batna has seen rapid urban growth, similar to other Algerian cities, which has resulted in notable alterations to its urban structure. Especially during Algeria's unstable security periods, this boom was accompanied with a sharp rise in population due to rural-to-urban migration, which aided in the creation and expansion of slums. Particularly in light of the housing crisis and growing real estate prices, these areas have evolved into havens for many people looking for work, stability, and ways to improve their social and economic circumstances.
Le Patrimoine Urbain Face aux Lacunes des Lois

L'Algérie fait face à des défis législatifs pour protéger son riche patrimoine culturel, malgré l'adoption d'une loi en 1984. Des problèmes d'application, de ressources limitées et l'absence de reconnaissance de certaines zones comme patrimoine compromettent l'efficacité des mesures existantes. La nécessité de mises à jour régulières des lois pour suivre les évolutions culturelles et les nouvelles menaces constitue un défi majeur. Restes de l'Enceinte Fortifiée de la Porte Fouka à Béjaïa est classée parmi les sites et monuments historiques en date du 17/11/1903, conformément à l'article 62 de l'ordonnance n° 67-281 du 20/12/1967, n° 07 du 23/01/1968. La préservation du patrimoine en Algérie est compromise par une application inégale des lois, en particulier en négligeant les zones non reconnues et en créant des disparités régionales.
