development. That's why some Islamic countries, outside the Arab world, have
succeeded in implementing their development and reform plans. Taking into
account the peculiarities of each country, its reality, perspectives, indicators,
values, habits and policies, the Malaysian experience can be taken as a pattern to
be emulated in the Arab world. It deserves to be a developmental and reform role
model for extracting benefits and lessons.
