Abstract

تعتبر مشكلة تحقيق الأمن في حوض المتوسط وستظل أحد أهم التحديات التي تواجه بلدان منطقة المتوسط، وبخاصة في ظل إدراك تلك البلدان الفجوة الجيوبوليتيكية بين شمال وجنوب المتوسط، الأمر الذي يدفع إلى إيلاء أهمية بالغة للبعد الأمني، حيث يمثل عالم السياسة بظواهره المتنوعة والمتعددة العالم الواقعي الذي نعيش فيه ونتعامل ونتفاعل مع حقائقه على نحو يومي ومستمر، خاصة في ظل عالم تسود فيه ثنائية الإقليمية/ العولمة، فأنتجت مفاهيم جديدة مثل الشراكة والتعاون لتحقيق الهيمنة والتبعية صيغت في مجموعة من النظريات منها نظرية المركز والأطراف التي ترى بوجود مركز تمثله المنظومة الرأسمالية العالمية وأطراف تتبع وتدور حول هذا المركز وأطروحة هنتغتون لصدام الحضارات التي تقوم على الآلية الثقافية، وانطلاقا من هذا يسعى شمال المتوسط إلى الهيمنة على جنوبه ما يقضي على فرص التعاون المتكافئ والهيمنة والسيطرة على الجنوب، فإعادة تركيب الوضع الجيواستراتيجي في المنطقة يجعلنا نتساءل أنه أليس من الخيال إعتبار المتوسط وكأنه منطقة متماثلة لها نفس المشاكل؟ وهل هناك مصالح مشتركة للمنطقة في ظل الطرح المركزي الأوروبي؟ وكيف نقيم المخاطر تقييما موضوعيا بعيدا عن المصالح والتهويل؟. Economic evolutions have produced new mechanisms for the strategic domination within the duality: regionalism / globalization , Non-military mechanisms that relied on traditional theories of control , which led to release new terms such as partnership and cooperation in order to achieve the dominance and dependence , these terms were shaped by a set of theories , for example: the theory of Center and periphery model, which states that there is a centre represented by the global capitalism , and periphery tracing the Center . and the theory of Hentengton which is based on the cultural mean , stating that The nord of the Mediterranean will dominate its south , which will destroy any chances of an equivalent cooperation and lead to the domination of the south, So the re-composition of the geopolitical situation makes us wonder: isn’t an imagination to discuss the Mediterranean as an equivalent region dealing with the same problems? Is there any common interest for the whole region within the European vision ? how can we evaluate risks objectively without interests or Amplification ? To answer these questions , the subject can be discussed through two mane axes: First axe: the non harmony of security concerns: to what extent this might realise the clash of civilizations? Second axe: western cultural centralism: the substantiation of the ego and the elimination of the other.
