L’e-gouvernement : Approche Algérienne

Abstract

Cet article expose la notion « E-gouvernement » dans son aspect théorique et examine, ainsi, la spécificité de l'approche algérienne pour adopter ce modèle de gouvernement. Dans son contexte théorique et conceptuel, j'ai abordé les contributions des penseurs de l’administration sur ce qu'est l'E-gouvernement, ses objectifs, ses formes, ainsi que les nécessités et exigences qui doivent être atteints dans les sociétés, les organisations et les citoyens pour pouvoir utiliser les TIC dans la production des services publics. Dans l'approche algérienne, j’ai parlé de la stratégie E-Algérie en termes de contenu et d'objectifs, et ce, afin de pouvoir évaluer le niveau atteint par l'incarnation de l'E-gouvernement en Algérie à travers cette stratégie. Abstract: This article represents the term « electronic government » from the theoretical side and the specificity of the Algerian approach. In its theoretical and conceptual context, it touches the contributions of management thinkers about the definition of the term, its forms and objectives, in addition to how societies and citizens are supposed to be in order to develop technology and devote it for the production of public services. In the Algerian approach, we tackled the strategy of the electronic Algeria in terms of content and objectives to evaluate the level of realizing the electronic government in Algeria through this strategy.
