إصلاح الحكم وبناء الحكم الصالح كضرورة لتعزيز أمن المواطن في الجزائر

Abstract

من الجوانب ذات الثقل في التأثير على بناء الحكم الراشد وتعزيز أمن المواطن في الجزائر، هو عدم تأسيس النظام الاجتماعي والاقتصادي على قواعد وأسس عادلة. فالصعوبات التي تضعها ظاهرة عدم تكافؤ الفرص في العمل، ووضع الإنسان المناسب في المكان غير المناسب، والفوارق الشاسعة في المداخيل وتوزيع الثروة، كلها جوانب تمس حقوق المواطن في مواطنته. من هنا، فإن غياب العدالة الاجتماعية قد يؤثر بوضوح في المدى الذي يستطيع فيه الأفراد المساهمة في نشاطات الحكم، وفي إبقاء غالبية المواطنين بعيدا عن المشاركة السياسية. هذا ما يجعلنا نجزم أن أسس وآليات التغيير في الجزائر لا تعكس في واقع الأمر ما يمكن أن يسمى بالإدارة الجيدة للحكم، لأنها لا تحقق تحولا تنمويا ديمقراطيا حقيقيا بقدر ما تشير إلى ما يمكن اعتباره ديمقراطية نخبوية حيث تتم عادة المنافسة في إطار غير متوازن بين أقليات نشطة وأغلبية تتسم باللامبالاة وعدم الاكتراث، بما يقود مرة أخرى إلى قصر الديمقراطية على جانبها الإجرائي. دون الاهتمام بتحقيق مجموعة من الغايات الاقتصادية والسياسية والاجتماعية.The reform of Government is a fundamental variable to achieve good governance. The effectiveness of the latter is regarded as a condition to give effect to government policy, because it allows the management of affairs of state and society both .It also aims to provide quality services to citizens. The challenge currently facing the Algeria crystallizes in the issue of consolidation of good governance, and the achievement of development objectives for the redefinition of the role of the state. The poor performance of the bureaucratic, apparatus embodied in administrative practices has been one of the obstacles to achieve good governance. Therefore, all models of development have failed. Therefore, it is impossible to achieve the consolidation of the foundations of the state without radical efficient bureaucracy to improve government performance, and meet the demands of society. Compatible with the new tasks of the state. It is imperative to introduce reforms.
